The Capital Area MPO coordinates transportation planning in Wake County and portions of Franklin, Granville, Johnston, and Harnett counties.  The public is encouraged to speak at both the Transportation Advisory Committee and the Technical Coordinating Committee meetings.  There is an opportunity for the public to comment on agenda items at the beginning of each meeting.  When speaking please tell us your name and place of residence; please limit comments to three minutes per speaker.

5.         Public Hearing (Continuation): Triangle Region 2005 Air Quality Conformity Determination Process    

 

The Air Quality Conformity Analysis and Determination Report applies to the 2030 Long Range Transportation Plan.  An acceptable Conformity Determination finding allows transportation projects within the Capital Area MPO to continue to receive funding for construction.  Mr. John Hodges-Copple of the Triangle J Council of Governments has been leading this coordination effort involving three MPOs, three RPOs, FHWA, FTA, and USEPA, NCDOT and NCDNER-DAQ.  Attachment 5 is the current version of the Air Quality Conformity Report.  The complete report can also be found at http://www.triangleair.org/topics.htm#transconf.

 

A 50-day public comment period began on January 20, 2005 and is to close on March 11, 2005.   A public hearing on this item was held on Wednesday, February 16, 2005 during the Transportation Advisory Committee meeting.  The item was brought before the Technical Coordinating Committee on Thursday, March 3, 2005; with the TCC recommending that the TAC approve the Capital Area 2030 Long Range Transportation Plan and make the determination that both the 2030 Long Range Transportation Plan and the current FY 2004-2010 Metropolitan Transportation Improvement Program conform to the North Carolina State Implementation Plan for attaining the U.S. EPA’s National Ambient Air Quality Standards, according to findings documented in the Triangle Region 2005 Air Quality Conformity Analysis and Determination Report; on the condition that all comments being received be satisfactorily addressed.  At this time, comments to the Report are still being received, and responses to the comments are scheduled to be available by the week of March 14, 2005.  The Durham-Chapel Hill-Carrboro MPO Transportation Advisory Committee had taken no action on this item as of their March 9, 2005 meeting since responses to the comments were not available at that time.   Mr. John Hodges-Copple of the Triangle J Council of Governments will give the TAC a brief update and provide to the TAC copies of the responses to comments; which are expected to be completed by that time.

 

TAC Action:  Based on the information as provided, the TAC may consider proceeding with the following actions(s):

 

(1) Close the Public Comment Period, (2) approve the Capital Area 2030 Long Range Transportation Plan,  and (3) make the determination that both the 2030 Long Range Transportation Plan and the current FY 2004-2010 Metropolitan Transportation Improvement Program conform to the North Carolina State Implementation Plan for attaining the U.S. EPA’s National Ambient Air Quality Standards, according to findings documented in the Triangle Region 2005 Air Quality Conformity Analysis and Determination Report on the condition that all comments received have been satisfactorily addressed.

             

 

6.         Federal MPO Planning Process Certification Review – Follow-Up

 

The Capital Area MPO staff, along with officials from the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and state and local officials participated in the two-day federal certification review of the Capital Area MPO on February 16 and 17, 2005.  The certification review is a conducted by the federal government with the transportation maintenance areas (TMAs) of over 200,000 in population every three years to review the transportation planning process.  Since the findings of the review will not be available in written form for 60 to 90 days, a complete report of the review findings and recommendations will be made at a future meeting.  However, a brief report will be presented on the preliminary findings that were verbally provided by the review team at the conclusion of the review, for consideration and follow-up work.

7.         Public Involvement and Self Certification

     

The Capital Area MPO annually conducts a self-certification review as part of approving its Unified Planning Work Program for the next fiscal year.  The self-certification process takes the form of the Capital Area MPO TAC adopting a resolution that self-certifies that the MPO is fulfilling all federal requirements for the transportation planning processes.  The concluding comments arising from the February 16 and 17 federal MPO certification review indicated that our MPO should evaluate its current public involvement process, with more frequent subsequent reviews, for the purpose of improving public outreach, particularly to minority and low-income (MLI) communities.  As a result of these review recommendations, the Capital Area MPO staff recommends that the MPO begin incorporating a review of its public involvement processes as a part of the annual UPWP development effort.  If agreed upon, the MPO self-certification process will note as a part of the certification checklist that the Capital Area MPO has evaluated its public involvement process to ensure public participation in the transportation planning process.  The proposed revisions to the public involvement process for 2005 are included as Attachment 7A; and the proposed revision to the MPO’s self-certification checklist is included as Attachment 7B.

8.            Using STP-DA Funds for Transit Improvements

 

The Capital Area MPO staff presented to TAC members during their December 15 and 20 meetings a chart showing proposed STP-DA (listed as Part A) and CMAQ appropriations (listed as Part B).  Also included with the proposed STP-DA appropriations as Part A was a line item labeled “Regional Transit/Bike/Ped (Reserve Funds)”, with $750,000 appropriated each year for seven years.  The TAC adopted the STP-DA appropriations at their December 20, 2004 meeting.  The Capital Area MPO will develop a list of transit projects to which STP-DA funds can be appropriated pending NCDOT’s acceptance of the Capital Area MPO’s STP-DA funding appropriation, as indicated in the FY 2006-2012 Transportation Improvement Program scheduled to be released on April 6, 2005.

9.               Center of the Region Enterprise (CORE) Pedestrian-Bicycle-Green Space Plan

 

The Center of the Region Enterprise (CORE) has developed a Pedestrian-Bicycle-Green Space Plan for the center of the Triangle.  This linked network of pedestrian, bicycle, and green space facilities is compiled information on existing and planned facilities; and identifies additional opportunities to connect these networks over time.  The plan also includes an initial staff-level prioritization of the proposed facilities and planning-level cost estimates of the resources that would be needed to complete these projects.  Mr. Jake Petrosky will give the TAC a presentation on the CORE Pedestrian-Bicycle-Green Space Plan.

 

TAC Action:   Receive information for discussion and recommendations to TJCOG as appropriate.

 

 

 

10.       April 20 TAC Meeting

 

At the February 16,2005 TAC meeting it was decided to invite representatives from our soon-to be new MPO member areas to a dinner meeting on April 20.  The Regional Transportation Alliance has just announced that it will be hosting a reception for elected officials in our region on that evening from 5:30 to 7:30 PM at the Raleigh City Museum.  It will also be necessary to hold a short TAC business meeting that day.

 

TAC Action:   Consider adjusting meeting plans as appropriate.

 

 

 

11.       Pending Items

 

(1) Comprehensive Transportation Plan Subcommittee – established October 7, 2004.  Participants include Eric Lamb, John Hodges-Copple, Sarah Smith, Tim Clark, Jim Parajon, Kendra Stephenson, Juliet Andes, Dianne Khin, and Mike Frangos.  The tasks to done are (a) Update of roadway system element of the Comprehensive Transportation Plan, (b) Conduct a detailed corridor study addressing land use, transit and other transportation modes on the US 1 Corridor, and (c) Initiate a CAMPO-wide Transit Vision Plan.  Future meetings will be scheduled over the coming months to complete those tasks.

 

(2) Metropolitan Planning Organization Expansion Implementation Subcommittee – established November 4, 2004.  Participants include Chip Russell, Tim Clark, Juliet Andes, Jim Parajon and Sarah Smith.  The tasks to be done include to oversee development of recommended revisions to the current operational agreements of the TCC and TAC; and to include those new governments that will be accepted into the MPO within the coming months.  Future meetings will be scheduled over the coming months to complete those tasks.
