The Capital Area MPO coordinates transportation planning in Wake County and portions of Franklin, Granville, Johnston, and Harnett counties.  The public is encouraged to speak at both the Transportation Advisory Committee and the Technical Coordinating Committee meetings.  There is an opportunity for the public to comment on agenda items at the beginning of each meeting.  When speaking please tell us your name and place of residence; please limit comments to three minutes per speaker.

5.         Draft FY 2005-2006 Unified Planning Work Program (UPWP)

           

Annually, the Capital Area MPO develops and approves its Unified Planning Work Program (UPWP) that sets forth the upcoming fiscal year’s transportation planning activities.  Funding for the UPWP is provided through a variety of sources including; the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), state and local governments.  The UPWP identifies the specific amounts of these various funding sources proposed to be used for each planning work task, that together define the overall transportation planning activities of the MPO.  Work tasks are identified by an alphanumeric task code and description.  A more extensive generic description of each work task is contained in a companion document known as the Prospectus for Continuing Transportation Planning for the Capital Area MPO, most recently approved by the Transportation Advisory Committee on November 28, 2001.  The Prospectus was developed by NCDOT in cooperation with MPOs throughout the state. 

 

Funding source tables indicate the proposed federal planning fund sources and the amounts of non-federal matching funds.  The match is provided through either local or state funds or both.  Statewide Planning and Research Funds (SPR) reflect the amount of funds to be expended by the North Carolina Department of Transportation’s Transportation Planning Branch on Capital Area MPO activities.  Section 104(f) Funds and Section 133(b) (3) (7) are a portion of STP-DA Funds used in MPO planning.  Section 5303 and 5307 funds are used by the area’s transit agencies.  Transit agencies such as Capital Area Transit and the Triangle Transit Authority (TTA) are also recipients of funds used for planning purposes.  The TCC and TAC have conducted

 

 

their initial reviews of the 2005-2006 UPWP during their March 3 and March 16 meetings respectively.  Additional review of the draft UPWP was conducted by the Capital Area MPO’s 2005-2006 UPWP Subcommittee on March 21, 2005.  The final draft version of the proposed Capital Area MPO 2005-2006 UPWP is enclosed as Attachment 5. (NOTE: Attachment 5 – UPWP is very large  -- over 6 MB.  Download times on slow connections make take several minutes).

 

The UPWP also is utilized as the instrument the MPO making a self-certification finding that its planning process fully addresses all current federal transportation planning requirements.  The UPWP contains a checklist of the items to be considered in the self-certification review along with brief responses on their current status.   

 

TAC Action:   The TCC recommends the following actions by the TAC:

                                                                                                                 

(1)    Approval of the MPO’s UPWP for FY 2005-2006 with the associated resolution.

 

(2)    Approval of the MPO’s Self-Certification Finding with the associated resolution.

 

 

6.         Federal Transit Administration (FTA) Section 5307 Appropriation

 

In accordance with the FTA requirements, each federal fiscal year the MPO is required to submit a letter to FTA documenting the MPO’s approval of the distribution of FTA Section 5307 transit funds between the City of Raleigh, the Triangle Transit Authority (TTA), and the Town of Cary.  The City of Raleigh, TTA, and the Town of Cary have all agreed to the proposed distribution of the FTA appropriation for FY 2005.  Attachment 6A and Attachment 6B are correspondence as provided by the City of Raleigh addressing the FTA Section 5307 Appropriation.

 

TAC Action:   The TCC recommends that the TAC approve the proposed FY 2005 FTA Section 5307 Appropriation as identified through the correspondence.

 

 

7.         NCDOT Draft Transportation Improvement Program (TIP) for FY 2006-2012

     

The FY 2006-2012 TIP Project Priority List adopted by the Capital Area MPO Transportation Advisory Committee on Wednesday, September 15, 2004 subsequently was submitted to NCDOT as representing the MPO’s highest priorities for needed transportation improvements.

 

On January 6, 2005, NCDOT indicated that the upcoming draft TIP for FY 2006-2012 was being adjusted to rebalance funding levels between the state’s 14 highway divisions to bring expenditures executed since 1999 back into compliance with the equity formula originally established by the Highway Trust Fund Act of 1989 as subsequently modified in 1999 to require precise funding compliance within each Highway division.  NCDOT indicated that this rebalancing would require removing $326 million of proposed funding from Division Five over the next seven years of the TIP.  At the time of the announcement, high priority highway projects in Wake County proposed to be delayed included; I-40 from US 1/64 to Wade Avenue, I-440 from I-40 to Wade Avenue, US 401 from Rolesville to Louisburg, and I-540 (Western Wake Freeway) from NC 55 to US 1. NCDOT’s Draft TIP for FY 2006-2012 was released on April 6, 2005.  Final approval of the TIP by the N.C Board of Transportation is scheduled for July 7, 2005. 

NCDOT has also indicated that it intends to switch to adopting TIPs on odd-numbered years, beginning later this year.  It had originally announced wanting input for the FY 2007-2103 TIP by June, 2005 with a draft TIP to be released in October, 2005 for final approval in mid-2006.  Several MPOs and RPOs expressed concern that adequate time to provide meaningful input was not being allowed, so NCDOT has subsequently agreed to extend its deadline for input to October, 2005 with the draft FY 2007-2013 TIP being released in December, 2005.

 

 

 

 

NCDOT has scheduled meetings around the state to receive comments on the draft FY2006-2012 TIP as well as input for the FY 2007-2013 TIP.  The combined meeting for both Division 4 and 5 is scheduled to be held in Rocky Mount on May 12, 2005 at 2:00 p.m. at the City Council Chambers, 3rd Floor. Registration to speak will begin at 1:00 p.m.

TAC Action:   Receive information for discussion and action as appropriate. 

 

 

8.         US 1 Corridor Study – Selection of Consultant

     

The Capital Area MPO advertised for proposals for technical assistance in conducting the proposed US 1 North Corridor Study (from I-540 to north of the Town of Youngsville).  Seven proposals were submitted and evaluated by a subcommittee of the TCC comprised of the study’s sponsors (the MPO, NCDOT, TTA, the City of Raleigh, and the Town of Wake Forest). 

 

Based on the submitted proposals, the top four consulting firms’ proposed study teams were interviewed.  Following the interview, additional research and background checks were conducted on the preferred consultant team, that included the following communities: (1) Portland, Oregon, (2) Washington Metropolitan Area Transit Authority (WMATA), (3) the Broward County (Florida) MPO, and (4) the City of Winston Salem, North Carolina. 

 

The US 1 Corridor Study Subcommittee recommended to the TCC that the consulting firm of RS&H Architects-Engineers-Planners from Charlotte, NC, be the first choice to conduct the US 1 Corridor Study project, Other member firms participating with RS&H include Mulkey Engineers, Kittelson Associates, along with Urban Collage and Bay Area Economics. 

 

In the event that negotiations for specific study contractual agreement were unsuccessful with RS&H, the TCC subcommittee recommended that the second and third choice for consultants to conduct the study be Stantec and Louis Berger Associates, respectively.   At its meeting on April 7, 2005, the TCC endorsed the subcommittees’ recommendations as submitted.

 

TAC Action:   The TCC recommends that the TAC authorize the study sponsors to negotiate a contractual agreement with the consulting firm of RS&H to conduct the US 1 North Corridor Study and a multi-party interlocal agreement among the four study sponsors for providing full funding the study.  In the event that negotiations for the study contract are not successful with RS&H, the TCC recommends that the second and third choice for consultants to be negotiated with to conduct this study; which would be Stantec and Louis Berger Associates, respectively

 

 

9.         Capital Area MPO Reorganization – Resources

 

Since its inception in the early 1970’s, the City of Raleigh has been the host government for the Capital Area MPO’s Lead Planning Agency, with the City generally paying the entire non-federal portion of the MPO’s work program.  With the TAC’s recent decisions; (1) to begin sharing the non-federal costs of the MPO’s work program with all of its local governments’ members, and (2) to expand the MPO by adding ten more local governments (four counties and six municipalities), City of Raleigh management staff has recently expressed its willingness to begin the process of transitioning responsibility for administrative oversight of the MPO staff to being under the direct control of the TAC.  

 

 

 

 

 

To address the appropriate staffing requirements and management oversight mechanisms necessary to adequately serve the desired service levels of staff to members of the expanded MPO, the TAC may wish to appoint an executive sub-committee to meet and develop recommendations for the TAC to consider enacting.
