The public is encouraged to speak at both the Transportation Advisory Committee and the Technical Coordinating Committee meetings. 5. I-40 Managed Lanes Financial Feasibility Study – Progress Report
In 1999, the NCDOT and Parsons Brinckerhoff Quade & Douglas, Inc. (P-B) began a congestion management study for the Research Triangle region, including an investigation of the feasibility of high occupancy vehicle (HOV) lanes on Triangle freeways. The work to date determined HOV lanes are feasible on as much as 100 miles of the Triangle’s freeways, such lanes would vary in their design by location and potential demand, and a portion of the construction cost could be financed.
A financial opportunities study is presently being conducted for a 27-mile portion of the I-40 corridor between Chapel Hill and Raleigh. Preliminary results indicate significant potential for partial funding of managed lanes as high occupancy toll (HOT) express lanes, particularly if using tolls that vary depending on I-40 congestion levels. Other forms of non-traditional sources of revenue, such as tax increment financing, have been evaluated as well.
The next step is developing a detailed implementation plan for a cost-effective managed lanes program for Triangle freeways. Such a plan would confirm managed lane feasibility using the current regional travel demand model, determine where managed lanes should be built, identify their type, determine their cost, present a financing plan, and establish implementation priorities. Attachment 5 is a Progress Report for the studies being conducted by P-B.
Representatives from P-B will give a progress report on this study prior to its recommendations being finalized for submittal to NCDOT in June.
TAC Action: Receive information for discussion and guidance regarding preliminary study recommendations and next steps.
6. Transportation Improvement Program (TIP) for FY 2006-2012
The FY 2006-2012 TIP Project Priority List adopted by the Capital Area MPO Transportation Advisory Committee on Wednesday, September 15, 2004 subsequently was submitted to NCDOT as representing the MPO’s highest priorities for needed transportation improvements.
On January 6, 2005, NCDOT indicated that the upcoming draft State Transportation Improvement Program (STIP) for FY 2006-2012 was being adjusted to rebalance funding levels between the state’s 14 highway divisions to bring expenditures executed since 1999 back into compliance with the equity formula originally established by the Highway Trust Fund Act of 1989 as subsequently modified in 1999 to require precise funding compliance within each Highway division. NCDOT indicated that this rebalancing would require removing $326 million of proposed funding from Division Five over the next seven years of the TIP.
At the time of the announcement, high priority highway projects in Wake County proposed to be delayed included; I-40 from US 1/64 to Wade Avenue, I-440 from I-40 to Wade Avenue, US 401 from Rolesville to Louisburg, and I-540 (Western Wake Freeway) from NC 55 to US 1. NCDOT’s Draft STIP for FY 2006-2012 was released on April 6, 2005. Final approval of the STIP by the N.C Board of Transportation is scheduled for July 7, 2005.
NCDOT has also indicated that it intends to switch to adopting TIPs on odd-numbered years, beginning later this year. It had originally announced wanting input for the FY 2007-2103 STIP by June, 2005 with a draft STIP to be released in October, 2005 for final approval in mid-2006. Several MPOs and RPOs expressed concern that adequate time to provide meaningful input was not being allowed, so NCDOT has subsequently agreed to extend its deadline for input to October, 2005 with the draft FY 2007-2013 STIP being released in December, 2005.
NCDOT scheduled meetings around the state to receive comments on the draft FY 06-12 STIP as well as input for the FY 07-13 STIP. The combined meeting for both Division 4 and 5 was in Rocky Mount on May 12, 2005.

Once the N.C. Board of Transportation approves the
FY 06-12 STIP, the MPO’s Metropolitan Transportation Improvement Program (MTIP)
for FY 06-12 can then be finalized and released for a public comment period of
at least 30 days including a public hearing at the TAC’s August 17
meeting, with final approval taking place at the TAC’s meeting in either August or September. This approval will also need to make the determination that the FY 06-12 MTIP conforms to the State’s implementation plan for attaining the National Ambient Air Quality Standards (NAAQS).
A detailed schedule for approving the FY06-12 MTIP and FY 07-13 TIP Request and additional information about the STIP will be distributed at this meeting.
TAC Action: Continue review. Endorse schedule for approving FY 06-12 MTIP and FY 07-13 STIP Requests, including preauthorizing a public comment period on the MTIP beginning when it becomes available for review (anticipated the week of July 11-15, 2005) and concluding with a public hearing to be held at the TAC’s meeting on August 17, 2005.
7. Designation of US 64 as Interstate _95

TAC Action: The TCC recommends that the TAC adopt the associated resolution.
8. TAC Meeting Schedule
The Technical Coordinating Committee (TCC) normally meets on the first Thursday of every month at 10 AM in Room 110 of the 301 Hillsborough Street Building in Raleigh. The TAC normally meets at 4 PM in the City Council Chamber of the Raleigh Municipal Building in Raleigh. With the addition of six municipalities and four counties as MPO members, it may be appropriate to discuss adjusting TAC and TCC meetings dates, times and locations. As has been done in recent years, it is recommended that the July TCC and TAC meetings be canceled.
TAC Action: Approval of canceling July TCC and TAC meetings. Discussion of other adjustments.
