The Capital Area MPO coordinates transportation planning in Wake County and portions of Franklin, Granville, Johnston, and Harnett counties.  The public is encouraged to speak at both the Transportation Advisory Committee and the Technical Coordinating Committee meetings.  There is an opportunity for the public to comment on agenda items at the beginning of each meeting.  When speaking please tell us your name and place of residence; please limit comments to three minutes per speaker.

5.       Revisions to the Capital Area MPO Memorandum of Understanding

 

The Memorandum of Understanding (MOU) that the Capital Area MPO has utilized since 1993 is being revised to address the expansion of the MPO into the counties of Franklin, Granville, Harnett, and Johnston, also including the Towns of Angier, Bunn, Clayton Creedmoor, Franklinton, and Youngsville.   The TCC’s MPO Expansion Subcommittee met on Friday, May 13, 2005; and decided to recommend minor changes other than to incorporate state and local representatives for the new MPO member areas into the MPO’s standing committees at the current time.  The proposed changes were reviewed and adjusted by the TCC at its meeting on June 2, 2005.

 

Changes incorporated into the new draft MOU (dated June 2, 2005 and enclosed as Attachment 5) include:

 

  • Adding all the new member governments as members of the MPO including membership on the TAC and TCC.

 

  • Adding representatives of N.C Highway Divisions 4 and 6 to the TAC (Board of Transportation Member) and TCC (Division Engineer) as voting members.

 

  • As previously approved by the TAC (but without subsequent formal incorporation into the 1993 MOU), adding a representative of the Research Triangle Foundation (currently Ms. Liz Rooks) and of the private sector transit industry (currently Mr. Elvis Latiolais of Carolina Trailways) as voting members of the TCC.

 

  • Changing the TAC’s optional weighted vote calculation (i.e., based on one vote per 10,000 in population or portion thereof) and meeting quorum rules to be based upon the latest “North Carolina Certified Population Estimate for Municipalities and Counties” rather than the latest certified decennial census.

 

  • Updating the number of TCC members from each municipality and county to be based on one per 50,000 in population using the same revised basis.

 

One item that was discussed extensively by the TCC was the recent request of the Triangle Transit Authority (TTA) to have its non-voting TAC member (currently Ms. Anne Franklin) be made a voting member of the TAC.  Based on the TAC’s action taken on August 21, 2002 to invite the TTA to be represented on the TAC as an ex-officio non-voting member; along with a unanimous approval of TTA’s non-voting membership by the TAC at their October 16, 2002 meeting, the TCC chose to leave the TTA’s TAC member as non-voting.  Based on the TTA’s current request for TAC voting privileges, the TAC may wish to review this matter and reconsider this decision.  TCC members noted that, with the exception of NCDOT, all TAC voting member governments now share the costs of supporting the MPO’s work program.

 

TAC Action:  The TCC recommends approval of the revised Memorandum of Understanding (dated June 2, 2005) as submitted or revised by the TAC at this meeting for subsequent distribution and mutual certified formal approval by all of the MPO’s member governments and the Secretary of Transportation effective as of July 1, 2005.

 

 

6.       Memorandum of Understanding between the Capital Area MPO and TTA

 

The attached correspondence (Attachment 6) is from the Triangle Transit Authority (TTA) to the Capital Area Metropolitan Planning Organization setting forth a future relationship for cooperation between the two entities through a proposed Memorandum of Understanding (MOU).  The MOU as shown has been reviewed by the TTA General Counsel and approved by the TTA Board of Trustees.  The MOU is now ready for review by the Capital Area Metropolitan Planning Organization.

 

The item was presented at the November 4, 2004 TCC meeting. No action was taken on this item; so as to take into consideration possibly consolidating this MOU into that of the overall MPO itself.  Upon further review; MPO staff recommends keeping these MOUs as separate agreements and has no significant concerns warranting the TCC not recommending that the TAC approve the MOU with the TTA as proposed by TTA.  The TCC were informed that the Durham-Chapel Hill-Carrboro MPO has adopted the Memorandum of Understanding with the Triangle Transit Authority.

 

The item was discussed during the June 2, 2005 TCC meeting; with the TCC unanimously recommending that the TAC approve the Memorandum of Understanding between the Capital Area MPO and the Triangle Transit Authority (TTA).

 

  

TAC Action:  That the TAC approve the MOU with the Triangle Transit Authority.

 

 

7.       Wake County JARC Grant Request

         

Mr. Don Willis of Wake County’s Coordinated Transit Service has requested that the Capital Area MPO endorse their proposed grant request to the North Carolina Department of Transportation.  Attachment 7A is a memo from Mr. Willis making the request.  Attachment 7B provides additional information on the request; and Attachment 7C is a proposed letter to express the Capital Area MPO’s support for FTA funding this grant request for administration through NCDOT.

 

The JARC grant program is a relatively new federal grant to assist in expanding transportation services in connecting at-risk populations with jobs and employment related services.  The funding is relatively small nationwide, but it is growing in size annually with support from the President and from Congress.  The program is expected to leverage other funds that are eligible to be expended for transportation and encourage a coordinated approach to transportation services.  There is a 50/50 matching requirement.  Letters of support and funding for this grant have been received by Wake County’s Coordinated Transit Service from various municipalities throughout the county.  Various human service agencies from throughout the county; along with the Knightdale and Fuqua-Varina Chambers of Commerce have also supported the grant request.

 

TAC Action:  That the Transportation Advisory Committee: (1) endorse Wake County’s JARC grant proposal, and (2) authorizing the Director of the Capital Area MPO to complete the Letter of Support.

 

 

8.       Transportation Improvement Program – Priority Setting Process

         

The N.C. Board of Transportation (NCBOT) is scheduled to approve the FY 2006-2012 STIP in July, 2005.  Upon that approval, the MPO’s Metropolitan Transportation Improvement Program (MTIP) for FY 2006-2012 and companion Air Quality Conformity Determination (AQCD) Report can then be finalized and released for a public comment period of at least 30 days including a public hearing at the TAC’s August 17 meeting.  Final approval could take place at the TAC’s meeting in either August or September.  This approval will also need to make the determination that the FY 2006-2012 MTIP conforms to the State’s implementation plan for attaining the National Ambient Air Quality Standards (NAAQS). 

 

A detailed schedule for approving the FY2006-2012 MTIP and FY 2007-2013 TIP Request and additional information about the STIP was distributed at the May 18, 2005 TAC meeting and is shown as Attachment 8

 

The actions that the TAC had taken following a review of the FY 2006-2012 MTIP and FY 2007-2013 TIP Request Schedule included:  (1) Continue review of the FY 2006-2012 STIP, (2) Endorse schedule for approving FY 06-12 MTIP and FY 07-13 TIP Requests, including preauthorizing a public comment period on the MTIP beginning when it becomes available for review (anticipated the week of July 11-15, 2005),  and (3) concluding with a public hearing to be held at the TAC’s meeting on August 17, 2005.

 

Due to the short amount of time available, the TCC concurred with the MPO staff that a full process for a complete new call for priority transportation improvement projects from all the MPO’s current and new members for subsequent consolidation into a single updated MPO Project Priority List would not be possible prior to NCDOT’s October, 2005 deadline.  Therefore, the TCC recommends that the TAC approve requesting all MPO members to review their most recently submitted project priority lists (those for the new members being submitted to their respective RPO’s) and to submit by no later than July 8, 2005 updated priority project information only where very important information about a project (scope, funding, priority) may have changed since the last submittal.      

 

TAC Action:  Approve in principle the TCC’s recommended abbreviated TIP Priority Project update process with deadline for MPO members submitting updated project information no later than July 8, 2005.

 

 

9.       Capital Area MPO TCC Strategic Planning Retreat

 

At the TCC’s meeting on April 7, 2005, Mr. Warren Miller of Fountain Works, Inc made a presentation about the outcome of the TCC’s Strategic Planning Retreat held on February 10, 2005.  TCC members reviewed the report that outlined five bold steps and four strategic goals developed at the retreat.  He noted that the TCC’s next steps would be to take those four major focus areas and proposed bold steps and translate those into actions.  TCC Chairman Russell noted this report should go to the TAC members to provide them an opportunity to review this information and determine if anything proposed does not meet with their support.  The report as written by Mr. Miller is enclosed as Attachment 9; and Mr. Miller will be available at the meeting to provide further information, answer questions, and to receive comments.

 

TAC Action:  Receive information for discussion and action as appropriate.
