5.       FY 2006-2012 MTIP and Air Quality Conformity Report (Public Hearing)

 

The N.C. Board of Transportation (NCBOT) approved the FY 2006-2012 State Transportation Improvement Program (STIP) on July 7, 2005.  Following that approval, the Capital Area MPO’s Metropolitan Transportation Improvement Program (MTIP) for FY 2006-2012 and the companion Air Quality Conformity Determination (AQCD) Report were released for a public comment period of at least 30 days (beginning on Friday, July 15, 2005 through Wednesday, August 17, 2005).  A public hearing has been scheduled for the TAC’s August 17 meeting.  Final approval of the 2006-2012 MTIP could take place at the TAC’s meeting in either August or September.  This approval includes the determination that the FY 2006-2012 MTIP conforms to the State’s implementation plan for attaining the National Ambient Air Quality Standards (NAAQS).  Attachment 5A is the Capital Area MPO’s Metropolitan Transportation Improvement Program (MTIP) for FY 2006-2012 as adopted by the North Carolina Board of Transportation and the companion Air Quality Conformity Determination (AQCD) Report that has been published and advertised for public review and comment.

 

The Capital Area MPO’s TIP/Project Priority Subcommittee met on Friday, July 15, 2005 to address the scheduling of 2006-2012 MTIP projects.  The subcommittee expressed concern over the lack of funding for the Raleigh Signal System upgrade and the delay of funding for the Western Wake Expressway (I-540) and US 401 in Wake and Franklin Counties.  The subcommittee

 

 

examined other regionally significant projects such as I-40, I-440, and US 70 with regard to their scheduling within the MTIP, and requested that staff address these projects and present possible

 

 

revisions to those schedules.  The Capital Area MPO staff reviewed the transit element and made corrections that will be incorporated into the FY 2006-2012 MTIP as well.   Attachment 5B reflects the subcommittee’s proposed revisions to the highway element of the Capital Area MPO’s 2006-2012 MTIP.  The highway projects that show a revision are:

 

(1) Project I-4744 – the I-40 widening,

(2) Project R-2635 – Western Wake Expressway,

(3) Project U-2719 – Widening I-440, and

(4) Project U-4708 – the rehabilitation of Raleigh’s existing signal system.  

 

These changes are shown in the chart listed as Attachment 5C.  The schedules for the aforementioned projects were adjusted in years four through seven, of the Capital Area MPO’s MTIP.  These changes do not affect the first three-year period of the TIP schedule for which the MPO will receive federal funds.  The NCDOT may move projects and change the phases of projects listed in the first three-year period of the 2006-2012 MTIP, providing that air quality conformity and financial constraint criteria are met, without additional programming or project approval by the MPO.

 

The Capital Area MPO staff also reviewed the transit portion of the MTIP, and found a number of inconsistencies between the proposed MTIP and the submitted transit list adopted by the TAC on November 17, 2004.  Attachment 5D is correspondence from the Capital Area MPO staff addressing those errors and providing the corrections

 

Following discussion during the August 4 TCC meeting, it was determined that the best course of action for the FY 2006-2012 Capital Area MPO MTIP was to:

 

(1) recommend that the TAC adopt the initial draft 2006-2012 MTIP with the 4 changes outlined in Attachment 5B along with the corrections to errors found in the transit element, and

 

(2) Recommend that the TAC restate to NCDOT the importance of the Raleigh Signal System.

 

TAC Action: Conduct Public Hearing on FY 2006-2012 MTIP and Air Quality Conformity Report and Finding.  The TCC recommends approval by the TAC of the FY 2006-2012 Capital Area MPO MTIP with the schedule revisions as outlined for Project I-4744 – widening I-40, Project R-2635 – Western Wake Expressway, Project U-2719 – widening I-440, Project U-4708 – the rehabilitation of Raleigh’s existing signal system, corrections to errors found in the transit element; and the restatement to NCDOT of the importance of the Raleigh Signal System.

 

 

6.       Capital Area MPO 2007-2013 Regional Project Priority List

 

The TCC and TAC members agreed, during their May meetings, on a schedule for development of the 2007-2013 Project Priority list.  Attachment 6A shows the schedule of activity for the 2007-2013 Project Priority List exercise.

 

 

The Capital Area MPO’s TIP/Project Priority Subcommittee met on Friday, July 15, 2005 to discuss the process to be used in prioritizing transportation projects from throughout the region. 

 

 

This exercise will incorporate the priority TIP projects submitted by the governments of counties in the process of becoming official members of the Capital Area MPO.  Those counties (Franklin, Granville, Harnett, and Johnston) were in previous years solely members of Rural Planning Organizations (RPOs) and had developed their transportation priority lists through accordingly. 

 

 

High priority corridors identified by the RPOs include US 401 in Franklin County, I-40 in Johnston County, NC 55 and US 401 in Harnett County and NC 50 and I-85 in Granville County.  

 

During the June 15 TAC meeting, Chairman Bryan requested, given the time frame allowed, that the priority list undergo objective technical analysis as part of its development.   The subcommittee directed staff to initially compile the list of projects from throughout the region, perform an update of the user benefits analyses and score those projects based on criteria developed during the previous comprehensive transportation priority setting exercise.  It was discovered that a criteria other than that used by Wake County was used for projects submitted by new member jurisdictions.  The new member jurisdictions used a criteria developed by the RPO to which they belonged.  After a thorough review during three TIP Subcommittee meetings, the staff determined that the best approach to scoring projects should come from the results of the User Benefit Analysis and the Highway Benefits Comparison Model. 

 

 Attachment 6B represents roadway projects that have been “sorted” by estimated project costs.  This attachment is a useful tool to allow small projects to compete for smaller funding categories without being “stifled” by competing against larger projects.  Attachment 6B.1 is a listing of all of the Capital Area MPO’s advanced planning, bicycle pedestrian, enhancement, and Intelligent Transportation System (ITS) projects.  Attachment 6B.2 is the list of the Capital Area MPO’s top twenty highway projects.  The categories shown in that list include: (1) the sponsoring agency and rank, (2) project description, (3) estimated project costs, (4) cross reference with NCDOT Id number, (5) Long Range Transportation Plan (LRTP) horizon year, (6) User Benefits/Project Mile, (7) project score, and (8) project division.  The projects included within the top twenty priorities are relatively consistent with the FY 2006-2012 Project Priority List, as well as with directives for prioritization established during previous TAC meetings.  This top twenty listing also represents a good geographical distribution of projects that have acceptable technical merits as generated through the User Benefit Analysis tool and the Highway Benefits Comparison Model tool.  Attachment 6B.3 includes the same categories as shown in the previous attachment; with the exception that the list includes the remaining projects from within Wake County, as well as Franklin, Granville, Harnett, and Johnston counties.  Attachments 6B.2 and 6b.3 will be distributed at the August 17 meeting.  The information provided in Attachments 6B.1 through Attachment 6B.2 is presented to: (1) provide an initial TAC review of the FY 2007-2013 Project Priority List, and (2) request that the TAC authorize a 30-day public comment period on the FY 2007-2013 Project Priority List. 

 

TAC Action: Review FY 2007-2013 Regional Project Priority List for comments and guidance as appropriate.  Per schedule approved at TAC’s June 15, 2005 meeting, authorize holding a
30-day public comment period (from August 22, 2005 to September 21, 2005 concluding with a public hearing at the TAC meeting that day) for the FY 2007-2013 Regional Project Priority List.

 

 

7.       Joint MPO Socioeconomic Data Exercise– Proposed Forecast Methodology

         

Staff members from both the Capital Area MPO and the Durham-Chapel Hill-Carrboro MPO have met to address socioeconomic data collection for the Triangle Regional Model (TRM).  The group

 

 

 

 

had its initial meeting on May 3, 2005, and discussed issues of “refreshing” the 2002 base data in the TRM as well as collecting data for 2005.  The representative of the Wake County Public School System noted that the school system was growing at a rate of 5,000 students per year; and that the school bond is scheduled to be moved to 2006.  The Wake County Public School System plans to provide geocoding for every student in the county.  Mr. Mike Miller of N.C. State’s OR/Ed. Lab participated in the meeting; and commented that he is currently working on a project that would utilize a parcel-resolution land use analysis, based on the Wake County

 

 

 

Public School System’s node geometry layer.  Data will be collected at the parcel level for a given base year and forecasted for future years.

 

The subcommittee met in June to gather further information about the exercise that Mr. Miller is working on, and determined that both data collection efforts for the TRM and Wake County Public Schools can be combined.  With the goal of finalizing the 2005 socioeconomic exercise by the end of January, 2006, the municipalities will need direction in completing the socioeconomic data gathering exercise for both transportation and school planning.  The Technical Subcommittee decided by consensus that the July 12, 2005 meeting of the “Joint S.E. Data Subcommittee of the Whole” should be cancelled to allow for the following actions to take place:

(1)  mid-July completion by the OR/Ed. Lab of a  planning region geodatabase for all of

Wake County,

 

(2) mid-July completion of TAZ structure for the new model area by the TRM Model Team; and

 

(3) “testing” of the methodology being developed by the OR/Ed. Lab that the Wake County municipal planning agencies will use in creating forecasts for both school and transportation infrastructure by the technical team, in conjunction with planning staff from Raleigh, Cary, and Wake Forest.

 

A smaller technical committee (a subset of the S.E. Data Subcommittee) is working with Mr. Miller on defining development profiles that will be used during the socioeconomic data gathering exercise.  Mr. Kenneth Withrow will give the TAC a brief presentation on the methodology being developed; and explain how it will be a useful tool for future socioeconomic data gathering exercises.  An overview of this presentation is shown as Attachment 7.

Information on the 2005 NC MPO Conference being held in Greenville on October 26-28 is enclosed.   This annual conference is the primary opportunity for MPOs, RPOs, and NCDOT to share information.  TAC and TCC members are encouraged to attend and participate.
