5.       FY 2006-2012 MTIP and Air Quality Conformity Report (Continued Public Hearing)

 

The N.C. Board of Transportation (NCBOT) approved the FY 2006-2012 State Transportation Improvement Program (STIP) on July 7, 2005.  Following that approval, the Capital Area MPO’s Metropolitan Transportation Improvement Program (MTIP) for FY 2006-2012 and the companion Air Quality Conformity Determination (AQCD) Report were released for a public comment period of at least 30 days (July 15, 2005 through August 17, 2005).  A public hearing was scheduled and held at the TAC’s August 17 meeting.  Final approval of the 2006-2012 MTIP is scheduled at the TAC’s September 21, 2005 meeting.  This approval includes the determination that the FY 2006-2012 MTIP conforms to the State’s implementation plan for attaining the National Ambient Air Quality Standards (NAAQS).  Members received a copy of the Capital Area MPO’s MTIP for FY 2006-2012 and the companion Air Quality Conformity Determination (AQCD) Report in their August 2005 agenda packet.  The documents have been published and advertised for public review and comment.  Additional copies will be made available at the TAC meeting or on request and are available on the MPO’s web site at:

 The FY 2006-2012 MTIP and Air Quality Conformity Report was presented for adoption at the August 17 TAC meeting with several proposed changes to the highway and transit elements recommended by the TCC.  Mayor Meeker expressed disappointment that there was no improvement in the TIP situation, and that Wake and the surrounding counties are donors to other parts of the State.  He indicated that on projects where the City of Raleigh has designated funds, the State match is missing and that he therefore would not vote to approve the MTIP.  Ms. Szlosberg suggested allowing an additional 30 days for approval to see what work can be done and still meet the October deadline for federal requirements.  Mayor Meeker reiterated that there need to be some changes or there would not be an affirmative vote on this MTIP.  Ms. Szlosberg indicated that since the State adopted the TIP in July, CAMPO cannot offer amendments to the TIP until October and the signal system project cannot be moved forward until that time.  She suggested setting up a meeting with key people, including representatives of NCDOT, specifically Secretary Tippett, and Mr. Ken Spaulding to avoid problems.  Mayor Meeker stated that the plan could be approved subject to the needed amendments coming October 1, 2005. Adoption of the FY 2006-2012 MTIP was postponed until the September meeting. A meeting was held with the  NCDOT representatives listed above on August 24, 2005 NCDOT representatives stated that a response to issues discussed would be forthcoming prior to the September 21 TAC meeting. 

 

 

 

The issues presented and discussed with NCDOT were as follows:

 

          1)  Raleigh Signal System Upgrade (including Regional ITS enhancements)

     ($4.2 million of state matching funding needed),

 

2)  New Falls of Neuse Boulevard / Bridge

     ($2.6 Million of state matching funds needed),

 

3)  Acceleration of completion of Western Wake Freeway (I-540) from

     NC 55 near RTP to the NC 55 Holly Springs Bypass,

 

4)  Widening of I-40 from US1/64 in Cary to Wade Avenue,

 

5)  Acceleration of completion of the widening of US 401 in Northeast Wake County, including the Rolesville Bypass

 

6)  Widening of I-40 from the I-440 Raleigh Beltline to NC 42

     (the need will be greatly increased by the completion of the US 70 Clayton

               Bypass now under construction). 

 

As of this agenda mailing on September 14, 2005, NCDOT has provided a written response to Item 2 (the proposed Falls of Neuse Boulevard / Bridge) only.  That response is enclosed as Attachment 5A.

 

If the TAC does not approve the FY06-12 MTIP at this meeting, or before it goes is to go into effect on October 1, 2005 a TIP / Conformity Lapse will ensue.   If the TAC does approve the MTIP but NCDOT chooses not to agree with it in whole or to “agree to disagree with the MPO on certain elements of it a TIP / Conformity Lapse will still ensue.  Such a lapse would freeze federal funding being authorized for any NCDOT projects in Wake County and also any non-

 

exempt NCDOT projects in counties in the Triangle currently designated as being in non-attainment of the USEPA’s 8-hour air quality standards.  The schedules for NCDOT projects currently on NCDOT’s 12-month letting list for these counties, that could be a delayed by such a funding lapse, is enclosed as Attachment 5B.  Correspondence from FHWA to TAC chair Joe Bryan dated August 22, 2005, providing further information about the implications of such a lapse is enclosed as Attachment 5C.

 

The CAMPO recommended revisions to the NCDOT proposed TIP for FY06-12 are shown on Attachment 5DResolutions adopting the FY 06-12 MTIP and Air Quality Conformity Report are enclosed as Attachment 5E and Attachment 5F accordingly.

 

 

TAC Action: Continue Public Hearing on FY 2006-2012 MTIP and Air Quality Conformity Report and Finding. Close hearing and public comment period. As recommended by the TCC, (1) Approve the FY 2006-2012 Capital Area MPO MTIP with the schedule revisions and corrections for the six projects and transit funding sections as identified in  Attachment 5D; and (2) Approve the finding of determination that the FY06-12 MTIP conforms to the North Carolina Statewide Implementation Plan for Air Quality as a subset of the MPO’s conforming 2030 Long-Range Transportation Plan.

 

 

6.       Resolution stating the Capital Area MPO’s position concerning T.W. Alexander Drive

         

The TAC previously adopted a resolution expressing support for the T.W. Alexander Drive project under certain conditions, including that there be no negative impact on the MPO’s other priority projects due to application of state’s equity formula.   As those conditions have not been met, the TAC may wish to reconsider its support for the project.  At its meeting on September 6, 2005, the Raleigh City Council passed a resolution withdrawing its support for this project and also requesting that the North Carolina General Assembly eliminate the special budget provision from the 2005-2006 budget (Sec. 28.23(b)) directing NCDOT to construct the project in question, an extension of T.W. Alexander Drive linking US 70 to Leesville Road.  A similar resolution for the Capital Area MPO TAC to consider adopting is enclosed as Attachment 6.

 

TAC Action:  Discussion and action as deemed appropriate.

 

 

7.       Capital Area MPO 2007-2013 Regional Project Priority List

 

The TCC and TAC members agreed, during their May meetings, on a schedule for development of the 2007-2013 Project Priority list.  Attachment 7A shows the up-to-date schedule of activity for development of the 2007-2013 Project Priority List.

 

The Capital Area MPO’s TIP/Project Priority Subcommittee met on Friday, July 15, 2005 to discuss the process to be used in prioritizing transportation projects from throughout the region.  This process was to incorporate the priority TIP projects submitted by the governments of counties in the process of becoming official members of the Capital Area MPO.  Those counties (Franklin, Granville, Harnett, and Johnston) were in previous years solely members of Rural Planning Organizations (RPOs) and had developed their transportation priority lists individually.  High priority corridors identified by the RPOs for these counties include US 401 in Franklin

 

 

County, I-40 in Johnston County, NC 55 and US 401 in Harnett County and NC 50 and I-85 in Granville County.  

 

During the June 15, 2005 TAC meeting, Chairman Bryan requested, given the time frame allowed, that the priority list undergo objective technical analysis as part of its development.   The subcommittee directed staff to initially compile the list of projects from throughout the region, perform an update of the user benefits analyses and score those projects based on criteria developed during the previous comprehensive transportation priority setting exercise.  It was discovered that criteria other than that used by Wake County were used for projects submitted by new member jurisdictions.  The new member jurisdictions used criteria developed by the RPO to which they belonged.  After a thorough review during three TIP Subcommittee meetings, the staff determined that the best approach to scoring projects should come from the results of the User Benefit Analysis and the Highway Benefits Comparison Model. 

 

The Capital Area MPO staff and the TIP/Project Priority Subcommittee have been working on the FY 2007-2013 Project Priority List addressing issues involving technical analysis and geographic equity.  Attachment 7B has tables listing priorities for proposed roadway, transit, bicycle/pedestrian, and enhancement projects, as well as several advanced planning studies that the TCC’s TIP/Project Priority Subcommittee is currently recommending for adoption by the Capital Area MPO TAC. 

 

 

TAC Action: Review FY 2007-2013 Regional Project Priority List for comments and guidance as appropriate.  Authorize continuance of the public comment period on this currently recommended draft TIP priority requests list from September 21, 2005 to October 14, 2005.  Schedule consideration of TAC approval of the FY 2007-2013 TIP Regional Priorities List to occur during a business meeting to be held at the conclusion of the TAC’s Strategic Planning Work Session at Lake Wheeler Park on October 19 (9AM to 1 PM, lunch provided).

 

 

8.       Regional Intelligent Transportation System (ITS) Strategies

 

An update on the region’s Intelligent Transportation System (ITS) strategies will be given Mr. Jake Petrosky of the Capital Area MPO staff and Ms. Cheryl Evans of NCDOT.

9.       Supplemental Agreement with NCDOT for Travel Surveys by ITRE TRM Service Bureau

 

On September 2, 2003, the City Council authorized the execution of an agreement with the North Carolina Department of Transportation (NCDOT) for support of the development of the Triangle Regional Travel Demand Model.  The Triangle Regional Travel Demand Model (also known as the Triangle Regional Model or TRM) is a key tool in the preparation of the Capital Area Metropolitan Planning Organization’s (MPO’s) Long Range Transportation plan, and to establishing air quality conformity, a necessary element in accessing federal funds.  The TRM is a joint effort by four partner agencies:  the Capital Area MPO, the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO); the Triangle Transit Authority (TTA); and the North Carolina Department of Transportation (NCDOT).  With the goal of improving the timeliness of model forecasts as well as quality of output, these partners agreed to centralize the technical work of model updates and enhancements at what is known as a Service Bureau. 

 

This Service Bureau is housed at the Institute for Transportation Research and Education (ITRE) at NC State University.  The partners further agreed to fund this Service Bureau by equally sharing in the cost.  To simplify contracting issues, the Service Bureau was funded in a single

 

agreement between ITRE and NCDOT, in August, 2003 the three other agencies, including the City of Raleigh entered into an agreement with NCDOT for their share of the total contract.

 

The Supplemental Agreement, being proposed between NCDOT and the City of Raleigh, as the host government for the MPO’s lead planning agency, is to provide for funding for travel surveys and associated model updates as required by the US Department of Transportation. These travel surveys will provide comprehensive information and a consistent set of data on current travel patterns which will support improvements in model performance and ensure accurate future forecasts.

 

A memorandum from MPO Director Ed Johnson to the Raleigh City Manager J. Russell Allen, providing further information as well as the Supplemental Agreement is shown as Attachment 9.

The MPO’s FY 2005-2006 Unified Planning Work Program (UPWP) includes the funding for the current fiscal year for the proposed travel surveys. Subsequent UPWPs for the next two fiscal years will also need to reflect funding for the continuance of these planned surveys and model enhancement services.

10.     Dedication of I-540 / Old Milburnie Road Bridge to Mr. M.W. Bennett

 

During the November 17, 2004 TAC meeting, MPO Director Ed Johnson explained that the Capital Area MPO received a citizen’s request to have the I-540/Old Milburnie Road Bridge, currently under construction, dedicated to his grandfather Mr. M. W. Bennett.  Mr. Bennett was the last Coroner for Wake County.  Correspondence recommending approval of this request was forwarded to NCDOT on behalf of CAMPO.  The response received from NCDOT Secretary Lyndo Tippett indicated that current NCDOT policy does not recognize requests from MPOs.  CAMPO staff along with a subcommittee of TAC members developed a proposed policy to address future requests for transportation facility dedications.  TAC members received, in their agenda packets, an initial draft of the proposed policy and procedures to be used for future transportation facility dedication requests.  The TAC approved the policy as outlined.  As a follow up to this item, NCDOT staff has updated the Capital Area MPO on the status of the bridge dedication, indicating that no action has been taken pending Division 5 notification that the highway project has progressed to the completion stage.  The current NCDOT position is that the request might come before the Bridge Naming Committee in November, 2005 and then to the full Board of Transportation in December, 2005.

11.     TAC Strategic Planning Work Session

 

The Capital Area MPO Transportation Advisory Committee will hold their fall Strategic Planning Work Session on Wednesday, October 19, 2005 at Lake Wheeler Park in south Raleigh from 9 AM to 1 PM with lunch provided for attendees.  The facilitator for this work session will be Mr. Warren Miller of Fountain Works, Inc., who facilitated the TCC’s Retreat held in February, 2005. 

 

A brief overview of the proposed schedule and intended outcomes will be presented at this meeting by MPO Director Ed Johnson.
