The Capital Area MPO coordinates transportation planning in Wake County and portions of Franklin, Granville, Johnston, and Harnett counties.  The public is encouraged to speak at both the Transportation Advisory Committee and the Technical Coordinating Committee meetings.  There is an opportunity for the public to comment on agenda items at the beginning of each meeting.  When speaking please tell us your name and place of residence; please limit comments to three minutes per speaker.

5.       NC Turnpike Authority Study Report

 

In December of 2005, mayors of five Wake County towns requested that the North Carolina Turnpike Authority conduct a financial feasibility study for construction of the Western and Southern Wake sections of I-540 as a toll road.  At their regularly scheduled meeting on June 13, 2006, the Turnpike Authority received the Preliminary Financial Feasibility Study for the Triangle Parkway and the Western and Southern Wake Parkways.  The report contains several components, including:

 

A.     A traffic and revenue study,

B.     Project cost estimates, and

C.     A financial analysis

 

 

The Executive Summary portion of the report was presented to the TAC for review at the June 21, 2006 meeting.  At that time and during the following two weeks, members of the TAC posed several questions that were subsequently forwarded to the NC Turnpike Authority for a response.  A copy of the questions and responses from the Turnpike Authority is enclosed as Attachment 5A.  Members of the NC Turnpike Authority Board and staff and several consulting experts will be in attendance to address these and other questions posed by TAC members. 

 

The Turnpike Authority’s adopted policy and recent pending changes in state law requires MPO support in order to proceed further with more detailed analyses on these turnpike projects.  A proposed letter expressing such support (originally distributed at the June 21, 2006 TAC meeting) is enclosed as Attachment 5B.

 

TAC Action:   Receive and discuss answers from NC Turnpike Authority on questions submitted for response.  Consider approval to submit proposed letter expressing Capital Area MPO’s continued support for moving forward on work needed to further develop detailed financial and implementation plans for proposed turnpikes.

 

 

PUBLIC HEARING

 

6.       Consideration of Possible 2030 Long-Range Transportation Plan Amendment - Southern Wendell Bypass

 

At the October 6, 2005 TCC meeting the following information was presented regarding a proposed development in the Wendell area. 

 

The recent completion of US-64/264 (Knightdale) Bypass has spurred interest in residential and commercial development in eastern Wake County due to the much-improved travel service and regional access.  Mercury Development and Pulte Homes have recently proposed a large-scale development, currently in the planning and design phase, that is expected to include 450,000 square feet of commercial space and 4,000 new homes.  This proposed development, to be located east of Lake Myra and north of Poole Road in western Wendell, lies in the path of the proposed Southern Wendell Bypass, a future roadway shown on the Capital Area MPO Long-Range Transportation Plan.  An alternate roadway alignment, as proposed by Mercury Development, was subsequently determined by MPO staff and the TCC to necessitate an amendment to the MPO’s current Long-Range Transportation Plan and therefore would require an air-quality conformity analysis and determination prior to final approval.

 

Over the past several months, meetings were held between the MPO staff, representatives of Mercury Development, the Town of Wendell and NCDOT.  A public information meeting was held on June 6, 2006 to inform landowners who might be

 

 

 

 

affected by the proposed roadway alignment change and to obtain their feedback.  An informational packet containing a copy of the Planned Unit Development proposal submitted by Mercury Development, a copy of the resolution adopted by the Town of Wendell, maps, questions asked, and comments received during, and subsequent to, the June 6 meeting, and a cover memo prepared by staff are enclosed as Attachment 6A.  Attachment 6B is a memo prepared by Mercury Development providing a comparison between the LRTP alignment and the Richardson Road Alignment. Attachment 6C is a document prepared by staff which provides a comparative analysis of the alternatives for Wendell Falls Parkway.

 

The developer is required, to submit a letter of MPO concurrence with the roadway’s proposed revised alignment.  This proposed realignment may constitute a change to the Capital Area MPO’s adopted Long-Range Transportation Plan and it is therefore necessary to bring this item before the TCC and TAC. 

 

At the June 21, 2006 TAC meeting, a 45-day public comment period was authorized and a public hearing scheduled for today’s meeting.  The public comment period closes on August 25, 2006.

 

TAC Action: Conduct public hearing to receive comment on the proposed amendment to the Long Range Transportation Plan.  Discuss options for reaching consensus on proposed amendment either at this time or once the public comment period has concluded.  Options include (but are not necessarily limited to) the following;

 

A)         Referral to TCC for recommendation on proposed plan amendment prior to consideration of approval (subject to a successful air quality conformity determination being obtained).

 

B)         Conditional approval of the proposed plan amendment based on information      already received.  Such approval may need to be conditioned upon; (1) no significant new issues arising from remainder of public comment period;     (2) a successful air quality conformity determination; and (3) other conditions          that TAC members may deem to be necessary.

 

C)         Denial of the proposed plan amendment based on information already received.
