The Capital Area MPO coordinates transportation planning in Wake County and portions of Franklin, Granville, Johnston, and Harnett counties.  The public is encouraged to speak at both the Transportation Advisory Committee and the Technical Coordinating Committee meetings.  There is an opportunity for the public to comment on agenda items at the beginning of each meeting.  When speaking please tell us your name and place of residence; please limit comments to three minutes per speaker.

5.       Consideration of Possible 2030 Long-Range Transportation Plan Amendment - Southern Wendell Bypass

 

At the October 6, 2005 TCC meeting information was presented regarding a proposed development in the Wendell area.  The recent completion of US-64/264 (Knightdale) Bypass has spurred interest in residential and commercial development in eastern Wake County due to the much-improved travel service and regional access.  Mercury Development and Pulte Homes are proposing a large-scale development, currently in the planning and design phase, that is expected to include 450,000 square feet of

 

 

commercial space and 4,000 new homes.  This proposed development, to be located east of Lake Myra and north of Poole Road in western Wendell, lies in the path of the proposed Southern Wendell Bypass, a future roadway shown on the Capital Area MPO Long-Range Transportation Plan.  An alternate roadway alignment, as proposed by Mercury Development, was determined by MPO staff and the TCC to necessitate an amendment to the MPO’s current Long-Range Transportation Plan.

 

Since that time, meetings were held between the MPO staff, representatives of Mercury Development, the Town of Wendell and NCDOT.  A public information meeting was held on June 6, 2006 to inform landowners who might be affected by the proposed roadway alignment change and to obtain their feedback.  The developer is required to submit a letter to NCDOT, stating MPO concurrence with the roadway’s proposed revised alignment. 

 

At the June 21, 2006 TAC meeting, a 45-day public comment period was authorized, a public hearing was conducted at the August 16, 2006 meeting, and the public comment period closed on August 25, 2006.  Copies of comments received subsequent to the August 16, 2006 hearing are enclosed as Attachment 5A.

 

Mercury development will be presenting a complete Traffic Impact Analysis to NCDOT in the near future.  Attachment 5B is the proposed subdivision plan with the requested LRTP alignment change.  Attachment 5C is an alternative subdivision plan recently provided by the developer showing an alignment consistent with the current LRTP, in the event the TAC chooses to decline to amend the plan as requested.  .

 

TAC Action: Receive additional comments received subsequent to the August 16, 2006 public hearing and determine option for this proposed amendment.  Options include (but are not necessarily limited to) the following;

 

A)         Conditional approval of the proposed plan amendment based on information      already received.  Such approval may need to be conditioned upon; (1) no significant new issues arising; (2) a successful air quality conformity determination; and (3) other conditions that TAC members may deem to be necessary.

 

B)         Denial of the proposed plan amendment based on information                           received.      

 

6.       Regional Transit Infrastructure Blueprint

Funding exists in the UPWP for creation of a Regional Transit Vision Plan.  The process for developing that plan, now known as the Regional Transit Infrastructure Blueprint, is underway.  The focus being an analysis of land use, travel markets and transit infrastructure costs within potential transit corridors in the Triangle.  This “blueprint” will serve to provide the region’s leaders with a solid foundation for discussions on investment priorities.

 

 

 

 

On August 18, 2006, the Triangle Transit Authority announced that its bid for federal New Starts Funding for Phase I of the Regional Rail project would not be pursued at this time.   TTA’s Board of Trustees has requested that the MPO’s (Capital Area and

Durham-Chapel Hill-Carrboro) take the lead, through their respective LRTP processes, in setting regional priorities for public transit in the Triangle.  The Board has also indicated a need for expanded public involvement in setting regional transit priorities.  

 

Attachment 6A provides a project overview and task outline for the Blueprint project.  Attachment 6B, entitled Transit Infrastructure Investment Principles, describes in greater detail the investment principle development and decision making processes.  Attachment 6C is a two-page summary of the project prepared by the Triangle J Council of Governments (TJCOG).  Enclosed as Attachment 6D is a memorandum from Mayor Charles Meeker regarding the blueprint. John Hodges-Copple, of TJCOG will present information on this item. 

 

A joint TAC meeting (Capital Area MPO and DCHC MPO) in November at which time this issue will be discussed.

 

TAC Action: Receive information on Regional Transit Infrastructure Blueprint for discussion.

 

 

7.       NC Turnpike Authority Study Report and Memorandum of Understanding

 

In December of 2005, mayors of five Wake County towns requested that the North Carolina Turnpike Authority conduct a financial feasibility study for construction of the Western and Southern Wake sections of I-540 as a toll road.  At their regularly scheduled meeting on June 13, 2006, the Turnpike Authority received the Preliminary Financial Feasibility Study for the Triangle Parkway and the Western and Southern Wake Parkways. The Executive Summary portion of the report was presented to the TAC for review at the June 21, 2006 meeting. 

 

The Turnpike Authority’s adopted policy, and recent pending changes in state law, require MPO support to proceed further with more detailed analyses on these turnpike projects.  Attachment 7A is a copy of a letter from the Capital Area MPO expressing support, requesting that a Memorandum of Understanding (MOU) be developed and outlining several issues to be addressed in the MOU.   Attachment 7B is the Turnpike Authority’s draft response to the letter requesting MOU development.

 

TAC member Anne Franklin, on behalf of the TTA Board of Trustees, has requested that additional items specific to transit be included in the MOU.  Attachment 7C is a document outlining the TTA transit specific requests.

 

 

 

 

 

The NC Turnpike Authority has presented a resolution (Attachment 7D) that, if approved, will convey approval by the MPO of the NCTA Section 129 application submitted to the US Department of Transportation.  That application would allow the two parties to enter into an agreement to permit toll collection on I-540.

 

TAC Action:   Receive (a) Turnpike Authority response to Capital Area MPO request for MOU, (b) TTA request for transit specific item inclusion and (c) resolution of approval, and take action as appropriate.

 

 

 8.      FY 2007-2013 State Transportation Improvement Program (STIP)

At the September 5-6, 2006 Board of Transportation Meeting, the FY 2007-2013 STIP was released.  Attachment 8A represents pages from the STIP containing projects within the Capital Area MPO planning area.  Attachment 8B is a document prepared by staff comparing the 2006-2012 Metropolitan Transportation Improvement Program (MTIP) and the 2007-2013 STIP.    

 

The project pages (Attachment 8C) of the 2007-2013 MTIP will be distributed at the meeting.  Due to the shortened timeframe for approval, and the need to complete the air quality conformity analysis within the next few months, it is necessary for the draft document to be released for public review and comment at this time.    A public review and comment period is proposed to be opened on September 22, closing on November 5, 2006 with a public hearing to be conducted at the October 18, 2006 TAC meeting.

 

TAC Action: Receive FY 2007-2013 STIP and 2007-2013 MTIP documents for discussion; authorize public comment period of September 22, 2006 through November 5, 2006; and, set hearing to receive public comments for October 18, 2006 TAC meeting.
