planning in Wake County and portions of Franklin, Granville, Johnston, and
Harnett counties. The public is
encouraged to speak at both the Transportation Advisory Committee and the
Technical Coordinating Committee meetings.

4. Approval of Minutes of the February 21, 2007
TAC Meeting.
The minutes of the
February 21, 2007 TAC meeting, are enclosed as Attachment 4A.
TAC Action: Approval of the minutes of the January 17,
2007 TAC meeting.
5. 2030 Long Range Transportation Plan Amendment
and Air Quality Conformity Determination
On Thursday, March 1, 2007 the North Carolina
Board of Transportation adopted the 2007-2013 State Transportation Improvement
Program (STIP). The 2007-2013 MTIP must
be a subset of the adopted/conforming 2030 Long-Range Transportation Plan in
order to be consistent with the STIP during the first three years, and be
compliant with the National Ambient Air Quality Standards (NAAQS).
In September 2006, the TAC approved the Town of
Wendell’s requested amendment to the 2030 Long Range Transportation Plan,
subject to passing an air quality conformity determination. Additionally, the Western Wake Expressway and
a portion of the Triangle Parkway in the 2030 LRTP have been designated for
construction using toll financing, thus accelerating their construction
schedules. Several other projects listed in the 2007-2013 STIP have modified
project scopes and completion dates that may not coincide with the 2030
LRTP. It is therefore necessary to amend
the 2030 LRTP to reflect these changes. Attachment 5A is a table showing the amendments
needed to address these issues.
A copy of the Air Quality Conformity determination
document will be distributed at the meeting.
The Capital Area MPO Public Involvement Policy
requires that this document be released for a 30-day public review and comment
period.
TAC Action: Receive
information on 2030 Long Range Transportation Plan Amendment and Air Quality
Conformity Determination and authorize release for 30-day public comment period.
6. 2007-2013
Metropolitan Transportation Improvement Program
The N.C. Board of
Transportation (NCBOT) approved the FY 2007-2013 State Transportation
Improvement Program (STIP) at its March 1, 2007 meeting. Attachment 6A is a copy of portions of the STIP that contain projects
within the Capital Area MPO planning area.
Attachment 6B reflects changes
made by NCDOT between the release of the draft STIP and adoption of the final
STIP.
Two projects
contained in the STIP are being highlighted for discussion. They are:
1. Widening
of I-40 from US1/64 in Cary to Wade Avenue
2. STP-DA
funds for 2013 and post years
The
MPO’s position is that the widening of I-40 should be accelerated and options
for STP-DA funds beginning in 2013 be shown. In the past, NCDOT programmed these funds for
the Capital Area MPO however; the MPO has expressed a desire to make the
decision on where these funds could best be used. These issues will require discussion between
the MPO and NCDOT, and may need to be proposed to NCDOT as TIP revisions.
The Capital Area MPO’s Metropolitan Transportation Improvement Program
(MTIP) for FY 2007-2013 and the companion Air Quality Conformity Determination
(AQCD) Report should now be released for a public comment period of at least 30
days (March 21, 2007 through April 20, 2007), and a public hearing scheduled to
be conducted at the TAC’s April 18, 2007 meeting. Final approval of the 2007-2013 MTIP
document, including the determination that the FY 2007-2013 MTIP conforms to
the State’s implementation plan for attaining the National Ambient Air Quality
Standards (NAAQS), is scheduled to occur at the TAC’s May 16, 2007
meeting. The MTIP and its associated
documents will be published on the MPO website and advertised for public review
and comment. Additional copies will be
made available on request.
TAC Action: 1) Receive information on Adopted STIP,
Capital Area MTIP, and
selected projects for discussion and action as
appropriate.
2) Authorize release of the FY 2007-2013 Capital
Area MPO Transportation Improvement Program, for a 30-day public review and
comment period, and schedule a public hearing to be conducted on April 18,
2007.
7. Regional
Transit Vision Plan Update
On August 18,
2006, the Triangle Transit Authority announced that its bid for federal New
Starts Funding for Phase I of the Regional Rail project would not be pursued at
this time. As discussed at the TAC’s
meeting on September 20, 2006, TTA’s Board of Trustees requested that the MPOs
(Capital Area and Durham-Chapel Hill-Carrboro) take the lead, through their respective
LRTP processes, in setting regional priorities for public transit in the
Triangle. The Board has also indicated a
need for expanded public involvement in setting regional transit
priorities.
At the January 17,
2007 meeting the TAC endorsed appointing a joint MPO Special Advisory Commission
to develop a recommended regional long-range vision plan for major transit
investments. The TAC approved a Commission
consisting of 14 appointments from the Capital Area MPO and 10 appointments
from the DCHC MPO. It was indicated that
former Progress Energy CEO, Bill Cavanaugh, had been asked to serve as the
Capital Area MPO’s Co-Chair for the Commission.
On February 14,
2007 the DCHC MPO appointed a list of 10 members, 2 alternates and 2 ex-officio
members and on February 21, 2007, the Capital Area MPO TAC appointed 17
appointments and 5 ex-officio members to the commission. Attachment 7A
is a list of the appointed members from both the Capital Area MPO and the
Durham-Chapel Hill-Carrboro MPO.
The
Capital Area MPO, DCHC MPO, TTA, and NCDOT have solicited a proposal from the
Institute for Transportation Research and Education (ITRE) to provide
logistical and technical support services for the committee. Attachment 7B
is a copy of the proposal received from ITRE. The total proposed cost for logistical
and technical support by ITRE is $173,296.
The cost will be shared as follows:
30% Capital Area MPO
20%
Durham-Chapel Hill-Carrboro MPO
25% Triangle Transit Authority
25% NCDOT

This
task has been included in the FY 2007-2008 UPWP and is reflected in Agenda Item
8.
At the March 14,
2007 DCHC MPO meeting this item was discussed.
An update will be provided at the meeting.
TAC Action: Receive update on Regional Transit Vision
Plan and endorse funding of proposal presented by ITRE based on allocation formula
shown above.
8. 2007-2008 Unified Planning Work Program
Annually, the
Capital Area MPO is required, by federal regulations, to prepare a Unified
Planning Work Program (UPWP) that details and guides the urban area
transportation planning activities. The Federal Highway Administration (FHWA)
and the Federal Transit Administration (FTA) provide funding for the UPWP. The UPWP provides yearly funding allocations
to support the ongoing transportation planning activities of the Capital Area
MPO. It identifies MPO planning tasks to
be undertaken with the use of federal transportation funds. Tasks are
identified by an alphanumeric task code and description.
At the January 17, 2007 meeting, the TAC was presented with the
schedule for development of the 2007-2008 UPWP and at the February 21, 2007
meeting, preauthorized release of the 2007-2008 UPWP for public review and
comment, upon completion of draft document by staff. A date of March 21, 2007 was set to receive
public comment on the document. It is
anticipated that the UPWP will be adopted in April and forwarded to NCDOT in
May 2007. Attachment
8A is a copy of the Draft
UPWP released for public review and comment on March 12, 2007.
The Capital Area MPO annually conducts a
self-certification review as part of approving its Unified Planning Work
Program. The self-certification process
takes the form of the Capital Area MPO TAC adopting a resolution that certifies
that the MPO is fulfilling all federal requirements for the
3-C transportation planning processes.
Attachment 8B contains a
checklist of items reviewed during this process and copy of the draft
resolution self-certifying the MPO is fulfilling all requirements for the
transportation planning process as put forth by the Federal guidelines.
TAC Action: Conduct public hearing to receive comment on
the 2007-2008 Capital Area MPO Unified Planning Work Program.
9. Legislative Agenda and
Funding Issues
The
Capital Area Metropolitan Planning Organization (CAMPO) Transportation Advisory
Committee (TAC) adopted a legislative agenda for transportation funding
initiatives on April 19, 2006. The
legislative agenda was cooperatively created by the Capital Area Metropolitan
Planning Organization (CAMPO) and the Durham-Chapel Hill-Carrboro (DCHC) MPO,
during a Joint Task Force meeting on March 31, 2006, to address the growing
need for additional transportation funding in the Research Triangle region. The adopted
legislative agenda is consistent with that of both the North Carolina Blue
Ribbon Commission on Transportation Needs and the Triangle Regional
Transportation Alliance.
At the February 21, 2007 TAC meeting,
members expressed a desire to have this agenda updated if needed. A committee of TAC members is scheduled to
meet on Friday, March 16, 2007 to discuss this item. An update will be provided at the meeting.
During
the last session of the General Assembly, a bill was passed (SB 1381) which
addressed, among other issues, toll financing and its application to the
Triangle region. Attachment 9A is a copy of
information on Turnpike Gap funding provided by the Regional Transportation
Alliance and a resolution urging
the State to provide the necessary recurring
State turnpike gap funding commitment, exempt from the State allocation
formula, in order to support the construction of both I-540/Western Wake and
Triangle Parkway as proposed turnpikes.
