The Capital Area MPO coordinates transportation
planning in Wake County and portions of Franklin, Granville, Johnston, and
Harnett counties. The public is
encouraged to speak at both the Transportation Advisory Committee and the
Technical Coordinating Committee meetings.

4. Approval of Minutes of the March 21, 2007 TAC
Meeting.

March 21, 2007 TAC meeting, Attachment 4A,
will be distributed at the meeting.

5. 2007-2008 Unified Planning Work
Program (UPWP)
In September of 2006, staff and TCC subcommittee members
began work on the 2007-2008 Unified Planning Work Program (UPWP). Study requests were solicited and received
from member jurisdictions and subcommittee members met to discuss all
submittals. NC-50 was selected for study and was endorsed, for inclusion, by
the TAC on February 21, 2007.
On March 8, 2007 the Draft 2007-2008 Unified
Planning Work Program was released by the TAC for a 30-day public review and
comment period and a public hearing to receive comments on the 2007-2008 UPWP was
conducted at the March 21, 2007 TAC meeting.
At that time, copies were distributed to member governments. The public comment period will close on April
18, 2007. At the time the TAC Agenda was mailed out, no
comments had been received. A copy of
the draft 2007-2008 UPWP was distributed at the March 21, 2007 TAC
meeting. Additional copies can be obtained from the MPO website or by contacting
the MPO offices.
The Capital Area MPO annually conducts a
self-certification review as part of approving its Unified Planning Work
Program. The self-certification process
takes the form of the Capital Area MPO TAC adopting a resolution that certifies
that the MPO is fulfilling all federal requirements for the 3-C transportation
planning processes. Attachment 5A contains a
checklist of items reviewed during this process and their corresponding
responses from the Capital Area MPO. Attachment 5B is a copy of the
resolution self-certifying the MPO is fulfilling all requirements for the
transportation planning process as put forth by the Federal guidelines.
In February of 2005, a federal MPO certification
review was performed, the results of which indicated that our MPO should
evaluate its current public involvement process, with more frequent reviews. The self-certification process for the
Capital Area MPO includes an annual evaluation of the Public Involvement
Process. As a result of these review
recommendations, the Capital Area MPO TAC approved conducting a review of the
MPO’s public involvement processes on an annual basis, to be performed in
concert with each year’s UPWP development effort. Attachment 5C is a copy of the
Capital Area MPO Public Involvement Process with modifications highlighted.
The TCC forwarded the
2007-2008 UPWP (which includes the Self-Certification Checklist and associated
resolution), and the revised Public Involvement Policy to the TAC with a
recommendation of approval.
TAC Action:
Adopt FY 2007-2008 Unified Planning Work Program, Self Certification
Checklist and Resolution and amended Public Involvement Policy.
6. 2030 Long-Range Transportation Plan (LRTP) Amendment
On Thursday, March 1, 2007 the North Carolina Board
of Transportation adopted the 2007-2013 State Transportation Improvement
Program (STIP). The 2007-2013 MTIP must
be a subset of the adopted/conforming 2030 Long-Range Transportation Plan in
order to be consistent with the STIP during the first three years, and be
compliant with the National Ambient Air Quality Standards (NAAQS).
In September 2006, the TAC approved the Town of
Wendell’s requested amendment to the 2030 Long Range Transportation Plan,
subject to passing an air quality conformity determination. Additionally, the Western Wake Expressway and
a portion of the Triangle Parkway in the 2030 LRTP have been designated for
construction using toll financing, thus accelerating their construction
schedules. Several other projects listed in the 2007-2013 STIP have modified
project scopes and completion dates that may not coincide with the 2030
LRTP. It is therefore necessary to amend
the 2030 LRTP to reflect these changes. A table was distributed at the March
21, 2007 TAC meeting outlining the amendments needed to address these
issues. Additional copies can be obtained from the MPO website or by contacting
the MPO offices.
The LRTP Amendment document was released for
public comment and a public hearing was scheduled to be conducted at the April
21, 2007 TAC meeting. At this time, a
public hearing should be held to receive comments on the LRTP Amendment.
TAC Action: Conduct public
hearing to receive comments on amendments to the 2030 Long-Range Transportation
Plan.
7. 2007-2013 Metropolitan Transportation Improvement Program (MTIP)
Modification and State Transportation Improvement Program Amendment
The N.C. Board of
Transportation (NCBOT) approved the FY 2007-2013 State Transportation
Improvement Program (STIP) at its March 1, 2007 meeting. Copies of the portions of the STIP containing
projects within the Capital Area MPO planning area were distributed at the
March 21, 2007 meeting. Additional
copies can be obtained from the MPO website or by contacting the MPO
offices.
Two projects
contained in the STIP were highlighted for discussion. They are:
1. Widening of
I-40 from US1/64 in Cary to Wade Avenue
2. STP-DA funds for
2013 and post years
The
MPO’s position is that the widening of I-40 should be accelerated and options
for STP-DA funds beginning in 2013 be shown. In the past, NCDOT programmed STP-DA funds
for the Capital Area MPO however; the MPO has expressed a desire to make the
decision on where these funds could best be used. At this time, no information has been
received relative to the STP-DA funds issue. These two issues will require
discussion between the MPO and NCDOT, and may need to be proposed to NCDOT as
TIP revisions.
A meeting was held on March 29, 2007 between staff
of the Capital Area MPO, NCDOT, FHWA, and the consulting firm of HNTB to
discuss I-40 project I-4744. Discussions
included the need to accelerate the project, environmental concerns and
funding. It was decided that, following
a six-month traffic analysis, NCDOT would pursue a categorical exclusion for
environmental issues; and, if received, the project could be accelerated,
provided that adequate funding could be identified.
The Capital Area MPO’s Metropolitan Transportation Improvement Program
(MTIP) for FY 2007-2013 and the companion Air Quality Conformity Determination
(AQCD) Report were released for a public comment period of at least 30 days
(March 21, 2007 through April 20, 2007), and a public hearing is scheduled to
be conducted at the April 18, 2007 meeting. Final approval of the 2007-2013 MTIP document,
including the determination that the FY 2007-2013 MTIP conforms to the State’s
implementation plan for attaining the National Ambient Air Quality Standards
(NAAQS) is scheduled to occur at the TAC’s May 16, 2007 meeting. The MTIP and its associated documents are
published on the MPO website and have been advertised for public review and
comment. Additional copies will be made
available on request.
At the time the TAC Agenda was mailed out, no comments had been
received.
TAC Action: Conduct hearing to receive comments on the
Capital Area MPO 2007-2013 Metropolitan Transportation Improvement Program.
8. 2030 Long-Range
Transportation Plan and 2007-2013 Metropolitan Transportation Improvement Plan
Air Quality Conformity Determination
An Air Quality Conformity Determination is required prior to adoption of
the 2030 Long-Range Transportation Plan (LRTP) amendment and the 2007-2013
Metropolitan Transportation Improvement Plan (MTIP). The Draft Air Quality
Conformity Determination for the 2030 LRTP amendments and the FY 2007-2013 MTIP
certifying that the plans conform to the State’s implementation plan for
attaining the National Ambient Air Quality Standards (NAAQS), were released at
the March 21, 2007 TAC meeting. At that
time, a public hearing to receive comment on the Air Quality Conformity
Determination was scheduled to be conducted at the April 18, 2007 TAC
meeting. At the time the TAC Agenda was
mailed out, no comments had been received.

9. NC
Turnpike Authority
The NC Turnpike Authority has been working on two projects in the
Triangle Region, the Western Wake Parkway and the Triangle Parkway. The financial feasibility study for these
projects was presented to the TAC at the August 16, 2006 TAC meeting and an update
was provided at the Joint TAC meeting on November 29, 2006. The Investment Grade Traffic and Revenue
Study is expected to be completed in June 2007 and the NEPA evaluation is
expected to be concluded during August 2007.
TAC members have requested that periodic updates on the progress of
these two projects.
Mr.
David Joyner, Executive Director of the Turnpike Authority will present an
update on the status of the two Triangle Region projects. Attachment
9A is a copy of the Triangle Expressway
Project Timeline.
TAC Action: Receive update from NC Turnpike Authority.
