The Capital Area MPO coordinates transportation
planning in Wake County and portions of Franklin, Granville, Johnston, and
Harnett counties. The public is
encouraged to speak at both the Transportation Advisory Committee and the
Technical Coordinating Committee meetings.

4. Approval of Minutes of
the June 18, 2008 TAC Meeting.

5. 2009-2015 Metropolitan Transportation
Improvement Program (MTIP)
On June 5, 2008,
the NC Board of Transportation adopted the FY 2009-2015 State Transportation
Improvement Plan (STIP). A fully
corresponding draft FY 2009-2015 Metropolitan Transportation Improvement
Program (MTIP) was prepared by MPO staff. The draft 2009-2015 MTIP was released
by the TAC for public review and comment on June 18, 2008. The comment period opened on June 21, 2008
and closed on August 15, 2008. A public
hearing is to be conducted today to receive additional comments, following
which, adoption of the MTIP is anticipated.
TAC Action: Conduct public hearing to receive comment on
the 2009-2015 Metropolitan Transportation Improvement Program and, at close of the
public hearing, consider adoption of the 2009-2015 MTIP.
6. Draft 2011-2017 MTIP Project Priority List
Every
two years, the Capital Area MPO staff requests that member jurisdiction s
provide a list of projects for inclusion in the update of NCDOT’s Statewide
Transportation Improvement Plan (STIP) and the Capital Area MPO’s Metropolitan
Transportation Improvement Program (MTIP).
Each MPO member agency is invited to submit prioritized lists of roadway
projects.
Based
on technical information, and input from TCC subcommittee members, a
consolidated list of priority roadway projects was developed for submittal to
NCDOT. This list will provide assistance
to NCDOT in preparation of the draft Statewide Transportation Improvement Plan
(STIP). The STIP/MTIP Request priority
lists were developed based on various technical criteria and efforts to achieve
reasonable geographic equity among member jurisdictions. The final recommended list of priority
projects for inclusion in the MTIP Request will be presented to the TAC for
adoption later in the year.
The FY 2011-2017 MTIP Project Priority schedule as
shown in Attachment
6A will benefit from the highway analysis that is being performed
as part of the 2035 Long-Range Transportation Plan (LRTP) update process. Highway projects that were included in the FY
2009-2015 MTIP are being carried forward to the FY 2011-2017 MTIP as shown in Attachment
6B; and are included in the highway network that will be modeled
for the 2035 LRTP. The results of those
model runs will be used to perform new user benefit analyses; which could
ultimately be used in scoring and prioritizing the highway projects for the FY
2011-2017 Project Priority List.
Based on the limited time period to simultaneously
conduct the 2035 LRTP update and development of the FY 2011-2017 MTIP Project
Priority Project list, the Capital Area MPO staff suggests creating the FY
2011-2017 Project Priority List from projects previously requested by member
jurisdictions during the FY 2009-2015 MTIP development cycle. Although the Capital Area MPO staff expects
to utilize the current list of solicited projects, there may be modifications
based on local input and study consultations conducted during the year.
TAC Action: Endorse proposal as presented for the Draft
FY 2011-2017 MTIP Project Priority List process.
7. Update – Job Access/Reverse Commute - New
Freedom Grants
During January 2008, the Capital Area MPO
and the City of Raleigh took the lead in developing a coordinated regional
public transit-human services transportation plan (CPT-HSTP). This plan was required prior to submission of
Job Access/Reverse Commute and New Freedom Grant applications. The plan was
developed by working in collaboration with the public transportation agencies
and community transportation programs in the MPO’s jurisdiction to respond to
SAFETEA-LU requirements. The purpose of
the plan is to help improve transportation services for persons with
disabilities, older adults, and individuals with lower incomes, in the Capital
Area MPO area through a better coordinated transportation system.
In June 2008, the TAC endorsed submission of
projects (shown in Attachment 7A)
for possible funding awards. Information
on the status of the Job Access/Reverse Commute and New Freedom grant applications
submitted by the Capital Area MPO will be presented by David Eatman.
TAC Action: Receive information on Job Access-Reverse
Commute grant applications.
8. Public Involvement Process
In January of this year, the Public Involvement
Process for the Capital Area MPO was reviewed by the TCC and TAC and
subsequently adopted. The Capital Area
MPO is working closely with the Durham-Chapel Hill-Carrboro (DCHC) MPO in
development of the 2035 Long-Range Transportation Plan. During this process, it was agreed to
coordinate such things as public meetings and presentations as well as public
notices and hearings. Currently, the
Capital Area MPO public review and comment period for the Long Range
Transportation Plan is 45 days while that of DCHC is 42 days. Staff is recommending modification of the
Capital Area MPO’s public involvement process for the Long Range Transportation
Plan process to match that of DCHC. Attachment
8A reflects the existing and proposed change in language.
TAC Action: Consider modification of the Capital Area
MPO’s Public Involvement Process for the Long Range Transportation Plan to
reflect a 42 day public review and comment period.
9. 2035 Long-Range Transportation Plan
Staff of the Capital Area MPO has been working with representatives of
the Durham-Chapel Hill-Carrboro MPO, Triangle Transit, Triangle J Council of
Governments and the Triangle Regional Model Service Bureau in preparing the
2035 Long Range Transportation Plan (LRTP). The Capital Area MPO TCC held a
work-session on June 5, 2008 to discuss the LRTP, funding projections and
strategies for project selection; and staffs of the two MPOs have been working
to coordinate development and public input items for the plan update.
Throughout the months of June and July this collaborative “study team”
has been working to create a series of highway and transit investment
alternatives that are currently being modeled.
The results from the model runs will be reviewed and analyzed in both
the professional and public realms as the two MPOs develop the “Preferred
Alternative” LRTP; which is scheduled for adoption in December, 2008. Staff of the MPO has been participating in
meetings with the region’s elected and business leadership to keep them
informed of upcoming deadlines, as well as discussing the benefits of creating
a single consolidated LRTP. Both the
Capital Area MPO and the Durham-Chapel Hill-Carrboro MPO are planning to
schedule public meetings during the month of September, prior to the creation
of the “preferred alternative” for the 2035 Long Range Transportation Plan.
The 2035 Long-Range Transportation Plan Initial
Draft Report will be presented at the meeting as Attachment
9A. The report contains the

The Initial Report also includes a map and a list of
all roadway projects to be included in the 2035 LRTP, preliminary revenue
projections and cost estimates for transportation projects, local options
revenue estimates, and maps showing three transit scenarios that incorporate
the Special Transit Advisory Commission (STAC) network.
