The Capital Area MPO coordinates transportation planning in Wake County and portions of Franklin, Granville, Johnston, and Harnett counties.  The public is encouraged to speak at both the Transportation Advisory Committee and the Technical Coordinating Committee meetings.  There is an opportunity for the public to comment on agenda items at the beginning of each meeting.  When speaking, please tell us your name and place of residence; please limit comments to three minutes per speaker.

6.       2009-2015 Metropolitan Transportation Improvement Program – Administrative Modification #1 – Town of Wake Forest

 

The Town of Wake Forest has requested that an administrative modification be made to the 2009-2015 Metropolitan Transportation Improvement Program to reflect funding changes that have been identified.  Attachment 6A is the documentation from the Town of Wake Forest

 

 

 

concerning the proposed administrative modification for the Neuse River Greenway project

(Project EB-4829) and the accompanying resolution.  Chip Russell will present information on this item.

 

TCC Action:  Receive information on proposed Administrative Modification #1 to 2009-2015 MTIP and forward to TAC with a recommendation of adoption.

 

 

7.       2009-2015 Metropolitan Transportation Improvement Program – Administrative Modification #2 – Research Triangle Foundation

 

The Research Triangle Foundation has requested that an administrative modification be made to the 2009-2015 Metropolitan Transportation Improvement Program to reflect funding changes that have been identified.  Attachment 7A is the letter from the Research Triangle Foundation requesting the administrative modification and the accompanying resolution. 

 

TCC Action:  Receive information on proposed Administrative Modification #2 to 2009-2015 MTIP and forward to TAC with a recommendation of adoption.

 

 

8.       2009-2015 Metropolitan Transportation Improvement Program – Administrative Modification #3 – NCDOT

 

The North Carolina Department of Transportation’s Division 5 Office has requested that an administrative modification be made to the 2009-2015 Metropolitan Transportation Improvement Program to resurface I-40 from 540 to Wade next year.  When the Division Five office sent the resurfacing package in to department administrators, high ranking officials within the Department of Transportation decided to see if Division Five could get Garvee money instead of using primary resurfacing dollars.  Attachment 8A is the project information from the Division Five office requesting the administrative modification and the accompanying resolution.

 

TAC Action:  Receive information on proposed Administrative Modification #3 to 2009-2015 MTIP and forward to TAC with a recommendation of adoption.

9.       2035 Long-Range Transportation Plan – Public hearing

 

MPO Staff has been working closely with staff of the Durham-Chapel Hill-Carrboro MPO, Triangle Transit, Triangle J Council of Governments (TJCOG) and the Triangle Regional

Model Service Bureau in preparing the 2035 Long-Range Transportation Plan (LRTP). The MPOs are nearing completion on model driven deficiency analyses and mapping at this time. 

 

On October 15, 2008, the TAC opened the Public Review and Comment Period on the 2035 Long-Range Transportation Plan and a public hearing to receive comment was scheduled to be conducted at the TAC’s regularly scheduled November 19, meeting.  Several transit alternatives were being developed at that time and on October 29, the TACs of the two MPOs held a joint

 

meeting at the Research Triangle Foundation headquarters in RTP to receive updates on the progress of the LRTP development and transit scenarios being modeled.  After some discussion, transit alternative R-3 (light rail) emerged as the preferred alternative.

 

New revenue was also discussed by the two TACs during their joint October 29 meeting; with general consensus reached by the two TACs that new revenue would come from a one-half-cent sales tax in Wake, Durham, and Orange counties and a one-quarter-cent tax coming from the collar counties.  The two MPOs differed in their methods of receiving authorization to obtain the revenue.  The Durham-Chapel Hill-Carrboro MPO holding the position that the authorization should not have to go through a referendum whereas the Capital Area MPO, however, supported the position that a citizen’s referendum should be held in order to be authorized to acquire new revenue.

 

Both staff and elected officials of the two MPOs have recognized the challenge and significance of creating the 2035 Long Range Transportation Plan (LRTP); and have therefore decided to extend the LRTP schedule to provide for pre-Air Quality Conformity adoption in Feb. 2009 which allows further opportunity for review and comment by the public as well as TAC members.  Today’s public hearing is to receive initial comments on the LRTP with the public hearing remaining open to allow additional time for public comment prior to consideration of adoption.

 

TAC Action:  Conduct public hearing to receive comment on the 2035 Long-Range Transportation Plan.

 

 

10.     2011-2017 Metropolitan Transportation Improvement Program

Project Priority List - Update

 

Staff and subcommittee members have been working over the last few months to develop the 2001-2017 MTIP Project Priority List; and are working with local government staff to be sure that the list of projects is accurate and complete.  User benefit analysis numbers are being used to assist in prioritizing the projects.  Those numbers are being received by the MPO staff at this time; and are being input into the appropriate spreadsheets for project review and ranking.  A subcommittee meeting will be held later this month to review information and provide a preliminary ranking for TCC review.

 

The North Carolina Department of Transportation has provided the Capital Area MPO a formal schedule of adopting the draft 2011-2017 MTIP Project Priority List.  This formal schedule has moved the adoption date for the 2011-2017 MTIP Project Priority List from December, 2008 to March, 2009.  The schedule, as shown in Attachment 10A, calls for the Capital Area MPO’s draft FY 2011-2017 MTIP Project Priority List to be adopted by February, 2009

 

TAC Action:  Receive schedule and update on the 2011-2017 MTIP Project Priority List.

 

 

 

11.     21st Century Transportation Committee

 

The 21st Century Transportation Committee was established in 2007 by the General Assembly and has a final report due on December 31, 2008.  An update on the progress of the committee was presented to the Joint TACs at their meeting on October 29, along with a copy of the resolution adopted by the Durham-Chapel-Hill-Carrboro MPO.  Attachment 11A is a draft resolution being proposed on behalf of the Capital Area MPO which provides the committee with the NC Capital

 

 

Area MPO’s priorities for the Committee. The TCC received and discussed this item at its November 6, 2007 meeting and after discussion and modification, the final product is being

brought forth with a recommendation that the TAC receive the resolution for discussion and action as appropriate.

 

TAC Action:  Receive resolution to be sent to the 21st Century Transportation Committee for action as appropriate.

 

 

12.     Congestion Mitigation and Air Quality (CMAQ) – Project Selection Process Policy Changes

 

At the October 15, 2008 TAC meeting, staff presented information on the Congestion Mitigation and Air Quality (CMAQ) Program and how these funds are used to support projects that reduce transportation related emissions in these areas.  NCDOT has identified areas of program administration and project delivery where improvement can be made.  Members received in their agenda packets a copy of the presentation made to the Board by NCDOT staff and outlining the changes recommended; a copy of the letter and resolution submitted by the NC Association of Metropolitan Planning Organizations (NCAMPO) regarding this proposal; a copy of the letter submitted on behalf of the High Point Urban Area MPO (representing comments from the Cabarrus-Rowan MPO, Greensboro MPO, High Point MPO, Winston-Salem MP and the Piedmont Triad RPO) and a copy of the final presentation made which outlined comments received and recommendations made after receipt of comments.  The item was brought to the TAC to see if they wanted to weigh in on this.

 

Chairman Bryan indicated there are many changes proposed and questioned how this impacts this MPO; particularly how these changes impact funding as well as benefit the Capital Area MPO.  The Board of Transportation is scheduled to review this item at their November meeting; with follow-up to be provided at the North Carolina Association of MPOs Conference in New Bern. Attachment 12A is a copy of an e-mail response to Chairman Bryan’s question from NCDOT.  The staff will give an update to this item during the November 19, 2008 meeting.
