The Capital Area MPO coordinates transportation planning in Wake County and portions of Franklin, Granville, Johnston, and Harnett counties.  The public is encouraged to speak at both the Transportation Advisory Committee and the Technical Coordinating Committee meetings.  There is an opportunity for the public to comment on agenda items at the beginning of each meeting.  When speaking, please tell us your name and place of residence; please limit comments to three minutes per speaker.

4.       Approval of Minutes of the January 28, 2009 TAC Meeting.

5.       2009-2015  Metropolitan Transportation Improvement Program (MTIP) Amendment #2

Capital Area Transit – Public Transportation Program

 

Based on an updated cost estimate for the construction of the operations and maintenance facility, an amendment must be made to the 2009-2015 MTIP.  The amendment reflects an addition of $7.2 million in updated costs for this facility.   UAttachment 5AU is a copy of the proposed amendment and the accompanying resolution.

 

UTAC ActionU:  Approve Amendment #2 to the 2009-2015 MTIP to reflect increased costs for construction of the transit facility for the Capital Area Transit.

6.       2035 Long-Range Transportation Plan 

 

At the January 28, 2009 TAC meeting, a presentation was made to update members on the current status of the 2035 Long-Range Transportation Plan. In their packets, members received a summary of the latest information based on current revenue forecasts.  Major elements of the plan and completion years are shown on UAttachment 6AU. 

 

Revenue forecasts have been continually reviewed and scrutinized and, the most recent assumptions indicating additional revenue of $60 million per year solely for transit beginning in 2011 and for roads, bike/ped, and intelligent transportation systems (ITS) beginning in 2016. UAttachment 6BU shows revenue forecasts for each year of the plan.

 

The TCC held a workshop on February 11, 2009 to review a staff recommendation reflecting to include consideration of additional projects where volumes exceed 20,000 AADT on secondary roadways, revenue forecasts, funding sources, possible new revenue sources and finalize recommendations for presentation to the TAC.   Work is ongoing relative to the revenue portion of the LRTP and will be provided to members for review at the meeting.

 

Subsequent to the TAC meeting on January 28, discussion was held regarding commuter service to Wake Forest as an alternative to light rail.  This would provide service sooner than the 2035 date indicated in the plan.  Additional information on this will be provided at the meeting.

 

Progress Energy has approached NCDOT requesting permission to construct an interchange on US 1 near the Shearon Harris nuclear facility. This interchange would allow direct access for construction vehicles and facilitate construction of the additional nuclear facilities planned in that area. This interchange is not shown on the Capital Area MPO’s Long Range Transportation Plan and to date has not been requested by any member government.

 

At the January 28, 2009 TAC meeting, the public hearing was continued until the February 18, 2009 TAC meeting.  A public hearing should be conducted at this meeting.

 

In order to meet the June 15, 2009 deadline for federal approval of the plan (after the Air Quality conformity determination), it is essential for the pre-AQ 2035 LRTP to be approved at this meeting.

(b) Continue public hearing to receive input on this plan; and

(c) Approve 2035 Long-Range plan subject to air quality analysis and   

     conformity determination Transportation Plan

 

 

 

 

 

 

7.       American Recovery and Reinvestment Bill of 2009

 

Information presented at the last TAC included an outline of the “American Recovery and Reinvestment Bill of 2009.”  The bill targets efforts in:

 

• Clean, Efficient, American Energy

• Transforming our Economy with Science and Technology

• Modernizing Roads, Bridges, Transit and Waterways

 

• Education for the 21st Century

• Tax Cuts to Make Work Pay and Create Jobs

• Lowering Healthcare Costs

• Helping Workers Hurt by the Economy

• Saving Public Sector Jobs and Protect Vital Services

 

Attachment 7A is a memorandum from Bob Fogel, staff liaison for the National Association of Counties outlining transportation allocations in the ARRA. 

 

In anticipation of this bill’s enactment, NCDOT solicited project requests from MPOs and RPOs throughout the state.  The plan being to rely on projects that can be let in a very short time frame and have a cash payout that is equally quick with the primary focus of the plan being the preservation and creation of jobs.  The criteria below are currently being anticipated for use in evaluating projects:

 

-100% Federal funding
-Under contract within 180 days
-Cash payout within 24 months
-Category neutral
-No earmarking
-Equity formula distribution

 

The Capital Area MPO submitted projects on behalf of its members.   UAttachment 7BU  is a list of the projects submitted.

 

The NCDOT Board of Transportation is expected to take action on a tentative March 17, 2009 “letting” list at its next meeting.  That list contains several items slated for funding by the American Recovery and Reinvestment Act (ARRA).  UAttachment 7CU is a copy of the NCDOT letting list with projects slated for funding by through ARRA highlighted.  NCDOT is expected to produce a list of possible projects, submitted by MPOs and RPOs, for funding through ARRA soon.

 

UAttachment 7DU is a copy of information (electronically distributed) regarding possible light rail in the NCRR corridor.

 

UTAC Action:U Receive information concerning NCDOT project selection and other American Recovery and Reconstruction Act items, for discussion and action as appropriate.

 

 

 

 

 

8.       NCDOT – Transportation Reform

 

On January 12, 2009, Governor Perdue signed Executive Order #2 calling for reform of the Department of Transportation.  A memorandum was received on February 9, 2009, from Secretary of Transportation, Gene Conti requesting input on the Executive order and possible suggestions for improvement by February 13, 2009.  As the TAC had no meeting during the timeframe allowed, a response (UAttachment 8AU) was sent indicating that a response from the TAC would be forthcoming after today’s meeting.  UAttachment 8BU is a copy of the letter sent to the Secretary from the City of Charlotte’s Department of Transportation.

 

UTAC ActionU:  Receive information on NCDOT reform for discussion and action as appropriate.

 

 

9.       Intermodal Bills Filed

 

On February 13, 2009, the Intermodal Transit Bill was filed in the NC Legislature.  It is entered as House Bill 148 / Senate Bill 151.  Attachment 9A contains a copy of the bill as filed.    Web links to the bill follow:
