Process

The MTP takes approximately 18 months to update, and generally occurs every 4-5 years. The following outlines the steps in the update process.

Over the past decade, our region has been experiencing unprecedented population and economic growth. As we continue to attract residents, businesses and visitors for the next 30 years, we must provide them with an equally resilient and efficient transportation network. Our research triangle transportation planning agencies (CAMPO and Triangle West TPO) are updating the Metropolitan Transportation Plan (MTP) - Destination 2055 to guide our next three decades of transportation infrastructure investments in roads, highways, freight, transit services, and bicycle and pedestrian facilities.



Staff at both planning agencies worked with elected officials, jurisdictional staff, and the broader Triangle community in every step of the update process.
We began this process by determining the plan’s Goals & Objectives. Once those goals were established, teams gathered and analyzed socio-economic and travel demand data from which our Deficiency and Needs Analysis was conducted. This analysis became our baseline for developing the three (3) crucial alternative scenarios for the future. They were named, "Plans & Trends", "Shared Leadership," and "All Together". After analysis and public engagement occurred on the differences among the scenarios, a "Preferred Scenario" was identified and voted on to move into final analysis. This included an exercise on fiscal constraint to organize the recommended projects into a delivery timeline, and an air quality conformity assessment. That updated version of the preferred scenario would eventually become the Destination 2055 MTP.

Final Plan - Adoption Part Two

At their February 2026 meeting, the CAMPO Executive Board took the final step in the adoption of Destination 2055, the Triangle Region's 2055 Metropolitan Transportation Plan. That step consisted of reviewing public comments received and approving the fully compiled report, including the Air Quality Conformity Determination Report.  All of the report sections can be found using the links above, with the exception of the final public comments received, which are included below.

Final Plan - Adoption Part One

At their November 2025 meeting, the CAMPO Executive Board took the first of two steps toward the adoption of Destination 2055.  That step consisted of approving the proposed Projects & Programs that are a major element of the plan.

Preferred Alternative Scenario

On June 18, 2025, the CAMPO Executive Board voted to select the “All Together” scenario as the 2055 MTP preferred scenario.  Upon completion of the Fiscal Constraint analysis of the Preferred Scenario, the above project list and subsequent maps were developed to reflect the fiscal constraint methodology recommended by the CAMPO governing bodies. 

Alternatives Analysis - Evaluate Potential Solutions

Three (3) scenarios demonstrating potential futures for the Triangle region's transportation system were recently developed, modeled, and presented to our community stakeholders . Each scenario is evaluated against performance measures tied to the eight (8) goals which were approved by the CAMPO and Triangle West TPO boards earlier in the MTP development process as well as our baseline scenario – the deficiency and needs analysis. Information about the status of the current transportation network and each future alternatives scenario will be posted on the Destination 2055 website.

Public engagement activities for the alternative scenarios concluded on May 26, 2025. At the conclusion of the alternatives analysis phase, decisions will be made regarding which scenario attributes to carry forward into a “preferred" plan.

Deficiency and Needs Analysis

The MPO staff has begun development of updated draft scenario alternatives for the 2055 Metropolitan Transportation Plan (2055 MTP/CTP). The first of these scenarios is the Deficiency Analysis. This is a baseline scenario for the future that is used to help analyze the various scenarios we use in the Alternatives Analysis stage. The Deficiency and Needs Analysis includes our future projected growth with only our existing and committed transportation network and is used to help inform our forecasts for population, employment, and travel changes between today and our ultimate 2055 horizon year during the Alternatives Analysis. CAMPO and TWTPO (formerly DCHC MPO) adopt Goals and their related Objectives to guide the overall 2055 Metropolitan Transportation Plan development process. Following community engagement, which included an online survey, results were presented to the CAMPO and TWTPO boards at their Joint Board meeting on January 31, 2024, and to CAMPO's Executive Board at their February 2024 meeting.

The CAMPO Executive Board approved the Goals and Objectives for use in the development of the 2055 MTP at their meeting in November 2024.
